A. 
The Police Department, under the direction of the Chief of Police, shall be responsible for the enforcement of this article.
B. 
The provisions of this article may be enforced by citation, in addition to other remedies. The following persons have authority to issue citations for violations pursuant to these sections: City of Meriden police officer.

The owner, or the owner's agent, of any premises abutting upon any street or public place in the City where there is a sidewalk shall cause all snow to be removed from such sidewalk within 12 hours after sunrise.

Whenever any sidewalk mentioned in the preceding section, or any part thereof, is covered with ice, the owner, or the owner's agent, of the abutting premises shall, within the space of six hours thereafter, during the daytime, cause such sidewalk to be made safe and convenient by removing the ice therefrom or by covering the same with sand or some other suitable substance and renewing such application as often as may be necessary to keep such sidewalk safe and convenient.

The Director of Public Works, or his designee, shall cause all sidewalks which the owner, or the owner's agent, of the abutting property neglects to clean and make safe for travel, by removing the snow and ice thereon in accordance with this article, to be cleaned and made safe for public travel by removing snow and ice therefrom, and the cost thereof shall be chargeable to such owner or owner's agent and a lien on such abutting property.

The occupant or, if there is no occupant, the owner or agent of any building standing upon or so near the line of a street that snowslides from the roof of such building may endanger public travel shall, within a reasonable time after the termination or abatement of a snowstorm, cause the snow to be removed from the roof thereof in such manner as will not endanger travelers. Whenever the roof of any building so situated shall, for the space of 24 hours after the termination or abatement of a snowstorm, remain encumbered with snow which endangers public safety, the Chief of Police shall cause such snow to be removed by the City, and the expense thereof shall be chargeable to the owner or occupant whose duty it was to remove such snow and shall be collectible by the City in the same manner that other debts due the City are collected.
No person shall throw or put or cause to be thrown or put any snow or ice from private premises or from any area in the rear or outside of the sidewalk into any street in the City in such manner or to such an extent as unreasonably to impede or cause inconvenience to public travel.

A. 
Pursuant to Public Act No. 81-340,[1] the City of Meriden shall not be liable to any person injured in person or property caused by the presence of ice or snow on a public sidewalk, unless the City of Meriden is the owner or in possession and control of the land abutting such sidewalk, other than land used as a highway or street. The City of Meriden shall be liable for its affirmative acts with respect to such sidewalk.

B. 
The owner or person in possession and control of land abutting a public sidewalk shall have the same duty of care with respect to the presence of ice or snow on such sidewalk toward the portion of the sidewalk abutting his property as the City of Meriden had prior to the effective date of this section, and the owner or person in possession and control shall be liable to persons injured in person or property where a breach of said duty is the proximate cause of said injury.
C. 
No action to recover damages for injury to the person or to property caused by the presence of ice or snow on a public sidewalk against a person who owns or is in possession and control of land abutting a public sidewalk shall be brought but within two years from the date when the injury is first sustained.
