The Parking Commission and such other persons
as may be designated by it may remove from any parking lot under the
control of said Commission any vehicle found on said lot between the
hours after 10:00 p.m. and before 7:00 a.m. on weekdays and at any
time on Sundays or legal holidays.
The expenses of such removal shall be charged
to the owner of the vehicle, and the removal shall be effected by
a person or organization authorized by the Parking Commission.
The Parking Commission shall keep a record of
every vehicle removed under the provisions of this article, which
description shall include the registration number of the license plate,
together with other descriptive identification of such vehicle.
Before the owner of a removed vehicle shall
be permitted to reclaim the same, he shall furnish evidence of his
identity and ownership to the person or organization who or which
has custody of said vehicle, and he shall pay the cost of removal
and the cost of storage accruing to the date of reclamation. Persons
or organizations authorized to remove vehicles under the terms of
this article may not charge an amount for storage which is in excess
of $1 for each day or portion thereof that such vehicle is stored.

Any person violating the provisions of this
chapter may be fined $50 to $90 for each violation.
