If any article, section, paragraph, subdivision, clause or provision of this Part 1 shall be adjudged to be invalid by a court of competent jurisdiction, such adjudication shall only apply to the article, section, paragraph, subdivision, clause or provision so adjudged, and the remainder of this Part 1 shall remain valid and effective, provided effect can be given thereto without such invalid part or parts.
