For the purposes of this chapter, the following terms shall have the meanings indicated:
SKATEBOARD
A single platform which is mounted on wheels having no mechanism or other device with which to steer or control the direction of movement thereof while being used, operated or ridden.
No person shall use, operate or ride upon any skateboard in any public park or public parking lot within the Village of Mount Morris or on any street or sidewalk in the Village. Skateboarding shall be permitted by residents of the Village of Mount Morris only in areas designated by resolution of the Board of Trustees of the Village of Mount Morris.
A. 
Registration required. No person who is a resident of the Village of Mount Morris shall operate a skateboard unless such skateboard has been inspected and registered by the Chief of Police of the Village or his designee and a certificate or tag of such inspection and registration containing a distinctive identification number shall be attached to such skateboard. Skateboards must be registered before being used or operated.
B. 
Registration application. Application for skateboard registration and inspection and for a certificate or tag of registration and inspection shall be made upon a form provided by the Village and shall be made to the Chief of Police or his designee. An annual registration fee as shall be set from time to time by resolution of the Village Board of Trustees shall be paid to the Village before each registration or renewal thereof is granted.[1]

C. 
Issuance of registration. The Chief of Police or his designee, upon receiving the proper application therefor, is authorized to issue a skateboard registration, which shall be effective until the first day of May of the year next succeeding the year of such registration.
D. 
Nonissuance of registration. The Chief of Police or his designee shall not issue a registration for any skateboard when he knows or has reasonable grounds to believe that the applicant is not the owner of or is not entitled to the possession of such skateboard. Registration by the Village shall not be deemed to be determinative of title to a skateboard.
E. 
Record of registration. The Chief of Police or his designee shall keep a record of the number of each skateboard registration, the date issued, the name and address of the person to whom it was issued and the name of any child under 16 for whose use the skateboard is being registered and such other matters as the Chief of Police or his designee deems necessary, in his discretion.
F. 
Registration tag. The Chief of Police or his designee, upon issuing a skateboard registration, shall also issue a registration certificate or tag bearing the registration number assigned to the skateboard for the period for which it is issued and shall cause such certificate or tag to be attached to the skateboard.
G. 
Inspection of skateboard. The Chief of Police or his designee shall inspect or cause to be inspected each skateboard before registering the same and shall refuse to register any skateboard which he determines is in unsafe mechanical condition.
H. 
Renewal of license. Upon the expiration of any skateboard registration, the same may be renewed upon application and payment of the same fee as upon the original application.
A. 
Responsibility of parents. The parent of any child and the guardian of any ward shall not authorize or knowingly permit any such child or ward to violate any of the provisions of this chapter.
B. 
Responsibility of registrant. The registrant of a skateboard shall not operate or authorize or knowingly permit a skateboard registered under this chapter to be operated in violation of this chapter.
C. 
Report of accidents. Every resident of the Village of Mount Morris operating a skateboard which is in any manner involved in an accident within the boundaries of said Village in which any person is killed or injured or in which property is damaged shall report the same to the Village Police Department Failure to report an accident as herein provided shall constitute a violation of this chapter.
Place of annual inspection. The place of annual inspection for all skateboards in the Village of Mount Morris will be the Mount Morris Police Department Office at 117 Main Street, in the Village of Mount Morris. The times for such inspection shall be established by the Chief of Police or his designee. Renewals of registrations shall be effected at the time and place of the annual inspection.
Penalties for offenses. Any police officer who shall observe any person using, operating or riding upon a skateboard in violation of this chapter shall take possession of the skateboard. In the case of a first offense, the skateboard will be returned to the violator at the Mount Morris Police Station upon the appearance of the violator, if the violator is of the age of 18 years or older or appearance there of the violator accompanied by his or her parent or guardian, if the violator is under the age of 18 years. In the case of a second offense, the skateboard shall be taken from the violator and not returned to him or her for 15 days, upon appearance at the Mount Morris Police Station as aforesaid. In the case of a third offense, the skateboard shall be taken from the violator and not returned to him or her for 60 days upon appearance at the Mount Morris Police Station as set forth above, and, in the case of any further offense, the skateboard shall be taken from the violator, forfeited to the Village of Mount Morris and destroyed or otherwise disposed of.
