A. 
No person shall scatter, sweep, deposit or place or cause to be swept, placed or deposited upon any alley, street, sidewalk or public place in the Village of Mount Morris any dirt, paper or refuse of any kind, any garbage or rubbish of any description or any wood, box, goods or any other thing.
B. 
It shall not be lawful for any person to sweep from any building or place upon the sidewalks, streets or public places of the Village any dirt or refuse upon any of the sidewalks, streets or public places.
No person shall expectorate upon any sidewalk or public place within the Village.
No owner, occupant or lessee of any premises abutting on any street, road, highway or sidewalk shall place, permit or suffer to be placed on any sidewalk in front of, adjoining or adjacent to such premises any snow, ice, goods, wares, vehicles, merchandise, boxes or barrels; nor shall they in any manner obstruct or interfere with the use of any such sidewalk. Nothing contained in this article shall prevent persons from placing goods, wares, household furniture or merchandise on the sidewalk temporarily while loading or unloading the same, provided that it is done within a period of less than one hour.
Written notice of violation of this article shall be served upon the owner, occupant or lessee by the Code Enforcement Officer, Police, Superintendent of Streets or any other Village officer as may be designated by the Village Board, describing the violation and requiring the immediate removal of the obstruction.
Any person that shall violate any of the provisions of this article or who fails to comply with any of the requirements thereof shall, upon conviction thereof, be subject to a fine not to exceed $250 or by imprisonment not to exceed 15 days, or both.
In the event that notice is served and the violation is not forthwith remedied, the Village Board is authorized to direct that the work be done and the costs added to the Village taxes on the property.
