A. 
A zoning permit is required prior to the commencement of a use or the erection, construction, reconstruction, alteration, conversion or installation of a structure or building. The zoning permit shall acknowledge that such use, structure or building complies with the provisions of this chapter or variance therefrom duly authorized by a municipal agency pursuant to N.J.S.A. 40:55D-60 and 40:55D-70 of the Municipal Land Use Law and applicable ordinances of the Borough.
B. 
Pursuant to the authority of Code § 53-39C, the Zoning Officer shall review and process applications for zoning permits. The Zoning Officer is hereby authorized to prepare application forms for zoning permits.
C. 
The Zoning Officer shall issue a zoning permit within 10 business days from the date of application. Failure to issue a requested permit within said 10 business days will be considered an approval.
D. 
Where new construction is proposed, no construction permit shall be issued unless a zoning permit covering the use and location of the proposed building or structure has first been obtained. Where applicable, issuance of a zoning permit may be conditioned upon payment of any taxes or assessments for local improvements which are due or delinquent on the property for which any application is made.
E. 
No certificate of occupancy shall be issued until a zoning permit is issued.
F. 
A zoning permit in connection with lighting of athletic field areas regulated by § 270-32.1 shall not be issued until such time as a certificate of field lighting approval is issued by the Borough's Zoning Officer, in consultation with the Borough Construction Code Official.
