A. 
Application. No person shall remove, replace, repair, or install a sidewalk under the jurisdiction of the Village of Medina without first obtaining the written consent of the Code Enforcement Officer or his representative, and paying the prescribed fees therefor, or without complying with the provisions and conditions relating thereto hereinafter provided.
B. 
Fees established by Board of Trustees. The Board of Trustees shall by resolution establish a fee for the written consent. The Board of Trustees may from time to time change said fee, which shall be posted in the Village Hall.
C. 
Construction requirements for new or replacement sidewalks.
(1) 
All replacement sidewalks shall be of concrete having a minimum thickness of four inches of concrete and a minimum width equal to the width of the sidewalk adjacent to the repaired section or sections.
(2) 
All new sidewalks shall be of concrete having a minimum thickness of four inches of concrete and a minimum width of 48 inches. There is a four-foot block length maximum, and an expansion joint must be in place a minimum of every 20 feet. The concrete mixture must be a minimum three-thousand-five-hundred-pound-per-square-inch (equal to a six-bag mix) strength with No. 1 stone, or four-thousand-pound-per-square-inch (equal to a six-and-one-half-bag mix) strength with No. 2 stone.
(3) 
Sidewalks across driveways shall be a minimum of six inches in depth.
(4) 
Wire mesh shall be used according to good standard sidewalk construction practices.
(5) 
There shall be a subbase of four inches of gravel.
D. 
Sidewalks so installed shall be subject to inspection and approval by the Village of Medina by its Code Enforcement Officer; and, until so approved, the owner shall not have fulfilled his duties under the terms of this chapter.
E. 
Within five days of the installation of said sidewalk, the owner shall notify the Village of Medina of the same and request at said time the inspection and approval of said sidewalk.
No person shall obstruct, or cause or permit to be obstructed, any sidewalk or crosswalk in the Village by placing thereon any boxes, barrels, goods, wares, merchandise or other obstruction of any kind or nature or suspending any sign, goods, wares or merchandise across or over any walk within eight feet of the same, except temporarily when loading or unloading a vehicle. Sidewalk sales conducted in the CBD Central Business Zoning District shall be exempt from this section in that sale items may be placed on the sidewalk in front of a business for special sale of a limited duration. A safe passageway for pedestrians shall be maintained.

No person shall place or cause to be placed in or upon any public street, lane, alley or sidewalk any stone, brick, plank, timber, lumber or other building material, without the written permission of the Board of Trustees; provided, however, that such permission shall not be for a period longer than three months, nor shall such permission authorize the obstruction of any sidewalk or crosswalk unless an enclosed passageway is constructed and subject to such other terms and conditions as the Board of Trustees may establish to safeguard the public and to minimize the interference of the public in the use of such street or other passageway.
