An unmetered off-street parking lot is hereby established upon the lot on the north side of West First Avenue, west of the building now or formerly occupied by the A & P Store. This municipal parking lot is hereby declared to be for the use of private and passenger vehicles only, and it shall be unlawful for any person to park in the said lot any bus, truck, tractor, trailer, tractor-trailer or commercial vehicle of any kind or nature.

All vehicles parked in the parking lot on the north side of West First Avenue, hereinabove referred to, shall be parked in such a manner so as not to obstruct the entrance or exit of any other vehicle.

Any person who shall violate any provision of this article shall be subject to a fine of $5, if paid within 48 hours, or, upon conviction thereof, if not paid within 48 hours, be sentenced to pay a fine of $15, together with costs of prosecution.
