The Borough Council shall issue plenary retail consumption licenses
and club licenses for the sale and distribution of alcoholic beverages
pursuant to the authority contained in an act titled "An Act Concerning
Alcoholic Beverages," approved December 6, 1933, and the amendments
thereof and the supplements thereto, when applications therefor shall
be approved by the Borough Council, under the restrictions, conditions
and regulations contained therein and in this article provided.
The number of plenary retail consumption licenses issued and
outstanding in the Borough of Clayton at the same time shall not exceed
two.

The number of club licenses issued and outstanding in the Borough
of Clayton at the same time shall not exceed two.
Plenary retail consumption licenses and club licenses shall
permit the sale of alcoholic beverages from the first day of July
in each year to 12:00 midnight of the 30th day of June the following
year. If applications for a club license are made after the date of
the adoption of this article but prior to June 30, 1961, the holder
of such a license, issued pursuant to said application, shall be allowed
to sell alcoholic beverages from the date of the issuance of such
license to 12:00 midnight, June 30, 1961.

A. The license fee for a plenary retail consumption license shall be
$1,791.36 per year.
B. The license fee for a club license shall be $188 per year. Where
such a license shall be issued for a period of less than one year,
the license fee shall be prorated on the basis of said annual license
fee.
C. The license fee for a plenary retail distribution license shall be
$2,160 per year.

A. The sale of alcoholic beverages shall be permitted on Sundays between
the hours of 12:00 noon and 12:00 midnight in the establishment of
a licensee hereunder.
B. Beer, wines, liquors and other allowable malt beverages may be sold
for off-premises consumption in original containers on Sundays between
the hours of 10:00 a.m. and 10:00 p.m., prevailing time.
C. Hours on Sunday, December 31.
(1) Whenever December 31 falls on a Sunday, a licensee is hereby permitted
to sell, serve or allow the consumption of any alcoholic beverage
on licensed premises between the hours of 12:00 noon and 2:00 a.m.
on the following Monday.
(2) The hours above referred to shall be Eastern standard time.
The sale of alcoholic beverages between the hours of 2:00 a.m.
and 8:00 a.m. on the same morning is hereby prohibited.
The holder of any plenary retail consumption license or any
club license shall maintain, operate and conduct his business and
the premises upon which said business is maintained, operated and
conducted in accordance with and subject to the provisions of the
statutes of the State of New Jersey and of the United States, and
any regulations issued under authority thereof, and in accordance
with the conditions, restrictions and regulations of this article
provided.
