From and after the final passage of this article, the owner or owners, tenant or tenants of lands abutting upon sidewalks in the public streets, avenues and highways of the Borough of Clayton shall remove all snow and ice from said sidewalks within 12 hours of daylight after the same shall be formed or fall thereon. All sidewalks should be cleared with a minimum access width of 36 inches.

The owner or owners, tenant or tenants of lands abutting or bordering upon the sidewalks and gutters in the public streets, avenues and highways of the Borough of Clayton shall remove all weeds and other impediments therefrom within the time period the Code Enforcement Officer specifies on the written notice(s).
The written notice hereinbefore provided, directing the removal of weeds and other impediments, at the direction of the Borough Council, shall be prepared by the Borough Clerk, over his signature, and shall identify the lands abutting or bordering upon the sidewalks and curbs as hereinbefore provided, and shall contain a short statement relating in detail and identifying the weeds or other impediments which are directed to be removed in said notice, which notice shall also contain a statement that the owner or owners of the land may be assessed the costs of the removal of the weeds and other impediments if they, the owners, neglect so to do within the time limit in said notice. Said notice shall also contain a statement that the violation of the terms of this article is punishable by a fine or imprisonment, or both.

Said notice may be served upon the owner or owners resident in the Borough of Clayton in person or by leaving the same at their houses or places of residence with a member of their family above the age of 14 years, or by mail. In case any such owner shall not reside in the Borough of Clayton, such notice may be served upon him personally or mailed to his last known post office address or address listed in the Borough of Clayton tax system, or it may be served upon the occupant of the property, or upon the agent or the owner in charge thereof. In case the owner of any such property is unknown or service cannot, for any reason, be made as above directed, notice therefor shall be posted in a conspicuous place upon said premises.

If the owner or owners, tenant or tenants of lands abutting or bordering upon the sidewalks and curbs in the public streets, avenues and highways of the Borough of Clayton neglect or refuse to remove snow and ice from the same within 12 hours of daylight after the same shall be formed or fall thereon, or shall neglect or refuse to remove weeds and other impediments therefrom within the time frame the Code Enforcement Officer specifies on the written notice to remove the same as hereinbefore provided, such snow, ice, weeds and/or other impediments may be removed by the Borough of Clayton or its agents for such purpose, and after such removal, the Borough Tax Collector shall certify the cost thereof, which shall cause the cost as shown thereon to be charged against the lands abutting or bordering on said sidewalks and gutters in the public streets, avenues and highways. The amount so charged shall forthwith become a lien upon such land and shall be added to and become and form a part of the taxes next to be assessed and levied upon such lands, the same to bear interest at the same rate as taxes and shall be collected and enforced by the same officers in the same manner as taxes.

Any person or persons, corporation or corporations violating the provisions of this article shall pay be subject to the penalty provided in Chapter 1, General Provisions, Article I, Enforcement; General Penalty, § 1-2, Maximum penalty.
