A. There is hereby established in the Borough of Seaside Park a State
Uniform Construction Code enforcing agency to be known as the "Building
Official's Office," consisting of a Construction Official, Plumbing
Subcode Official, Fire Protection Subcode Official, and other subcode
officials for such additional subcodes as the Commissioner of the
Department of Community Affairs, State of New Jersey, shall hereafter
adopt as part of the State Uniform Construction Code. The Construction
Official shall be the chief administrator of this enforcing agency.
B. Each official position created in Subsection
A hereof shall be filled by a person qualified for such position pursuant to P.L. 1975. c. 217, and N.J.A.C. 5:23, provided that, in lieu of any particular
subcode official, an on-site inspection agency may be retained by
contract pursuant to N.J.A.C. 5:23. More than one such official position
may be held by the same person, provided that such person is qualified
pursuant to P.L. 1975, c. 217, and N.J.A.C. 5:23 to hold each such
position. Salaries for such positions shall be determined by the Mayor
and Council.
C. The public shall have the right to do business with the enforcing
agency at one office location, except for emergencies and unforeseen
or unavoidable circumstances.
D. No person employed by the enforcing agency as the construction or
subcode official, trainee, inspector or plan reviewer shall engage
in, or otherwise be connected directly or indirectly for purposes
of economic gain, with any business or employment furnishing labor,
material, appliances or services for the construction, alteration,
demolition or maintenance of buildings or structures within the Borough
of Seaside Park nor shall any such official or employee engage in
any other activity or work which conflicts with his official duties.
E. The Construction Official shall have the authority under state law
to issue any and all notices and violations as allowed by law, and
on behalf of the Borough of Seaside Park.

A. Building subcode fees.
(1) New construction: for all use groups, based on the structure. All
use groups: $0.041 per cubic foot; minimum fee: $75.
(2) Renovations, alterations, repairs, and pilings (all pilings require
certification). Fees shall be based on the estimated cost of work
(labor plus material).
(a)
First $50,000: $35 per thousand.
(b)
Second $50,000: $27 per thousand.
(c)
After $100,000: $22 per thousand.
(3) Premanufactured construction.
(a)
Fees shall be $35 per $1,000 on all site work. This shall include
excavation, transportation, placement cranes, pilings, footings, and
foundations.
(b)
Any on-site construction such as porches, decks, garages, etc.,
shall be calculated by volume and/or cost per thousand dollars, $35
per thousand.
(4) Exceptions:

Demolition:

Signs:

[a] First 100 square feet: $7 per square foot.
[b] Next 400 square feet: $4 per square foot.

[b] Next 400 square feet: $1.90 per square foot.
[c] More than 500 square feet: $1.25 per square foot.

Roofing and siding:

All roofs, built-up asphalt, rubberized, etc., for use groups
B, C, E, F, H, M and S shall be calculated using renovation, alteration
and repair fees: $35 per thousand dollars.

The installation of any amount of polypropylene siding requires
a permit. The fee shall be calculated using renovation, alteration
and repair fees: $35 per thousand dollars.

Asbestos abatement:

Change contractor for any discipline during the course of work

Reinstatement of a lapsed or invalid construction permit: per

(2) Receptacles, switches and luminaires (receptacles, switches and luminaires
shall include convenience receptacles, wall switches, luminaire outlets,
burglar, fire and communication devices and motors or devices of less
than one horsepower or one kilowatt):

(a) The fee for the PV system shall be:

(b) Inverter fees, other than micro-inverters (inverters under one kilowatt),
shall be based on the kilowatts as follows:
[1] One kilowatt to 10 kilowatts: $25.
[2] Eleven kilowatts to 45 kilowatts: $65.
(c) Micro-inverters (inverters with a rating of less than one kilowatt):
The fee shall be a flat fee of $75, regardless of the number of micro-inverters.
(d) Disconnects and combiner panels. Disconnect and combiner box panel
fees are based on ampere rating as follows:

[3] Greater than 225 to 600 amperes: $275.
[4] Greater than 600 amperes to 1,000 amperes: $650.
[5] Greater than 1,000 amperes: $700.
D. Plumbing subcode fees.
(1) Fixtures and appliances: fees per fixture or appliance shall be:

Rain sensors, hose bibs, floor drains, hot water heaters, stacks,
water closets, urinals/bidets, bathtubs, lavatories, showers, sinks,
dishwashers, drinking fountains, washing machines, under-counter water
filters, garbage disposals and instant hot water dispensers at sink.
(2) Special
devices:
(a) Grease or oil separators, air-condition units, refrigeration units,
steam or hot water boilers, solar systems, backflow preventers, sewer
pumps, interceptors and fuel oil piping, furnaces, heat pumps, house
drain and water re-piping (after house raise), generators, whole house
water filters and oil tanks.
NOTE: Gas piping, backflow preventers, sewer connections, water
service connections, mini split A/C systems and propane tank installations:
Residential remains the same.
(3) Gas piping:
(a)
Residential: $100 up to four gas appliances; $25 each additional
appliance.
(4) Backflow preventers: installed on a water service or heating system.

E. Mechanical
subcode fees:
(1) Fees
for a mechanical inspection in an R-3 or R-5 structure by a mechanical
inspector or assigned plumbing inspector shall be:
(b) Each additional device: $25.
(c) No separate fee shall be charged for gas, fuel oil or water piping
connections, including the boning conductor (jumper), associated with
the mechanical equipment inspected.
