Whenever the Town Board shall direct that a proposition or propositions, authorized by the Town Law or the Municipal Home Rule Law to be submitted to a special election, shall be submitted at a general election to be conducted within the town and shall designate the general election as a special election for that purpose, such special election shall be conducted as in this chapter provided.
The Town Clerk is hereby directed to give notice of a special election at the expense of the town by the publication of a notice in a newspaper published in the Town of Hempstead and in such other newspapers published in the English language as may be designated by the Town Board, specifying the time when and place or places where such election will be held and the hours during which the polls will remain open for the purpose of receiving ballots and setting forth in full the proposition to be voted upon, the first publication of such notice to be not less than 10 days prior to the time of such election. In addition and at least 10 days prior to such election, the Town Clerk shall post or cause to be posted a copy of such notice on the signboard maintained by him, pursuant to § 30 of the Town Law.
For the purposes of the election upon such proposition, the Town Board does hereby designate as election inspectors and ballot clerks those persons appointed as election inspectors and ballot clerks for such general election as provided by the Election Law, and such election shall be conducted, the votes canvassed and the results certified and returned, so far as practicable, in the manner prescribed by the Election Law. As soon as possible after completion of the canvass of votes upon such proposition, the inspectors shall file with the Town Clerk a certificate setting forth the holding of the election, the total number of votes cast upon such proposition and the number of votes cast for and against such proposition, together with the name and address of every person voting at such election upon such proposition.
