There shall be in the Town of Hempstead a Department of Senior
Enrichment. The executive officer of such Department shall be the
Commissioner of Senior Enrichment, who shall be appointed by and who
shall serve at the pleasure of the Town Board, at such salary as may,
from time to time, be fixed by said Town Board. The Commissioner of
Senior Enrichment shall be appointed on the basis of his or her administrative
experience and qualifications for the duties of such office. The Commissioner
shall be vested with authority and control over the Department and
may appoint Deputy Commissioners to serve during his or her pleasure,
who individually and in the order named shall have all of the rights,
duties, obligations and responsibilities of the Commissioner and the
authority to act in his or her place and stead, and whose positions
shall be in the exempt class of the civil service. The Commissioner
shall have the power to appoint and remove all other subordinate officers
and other employees and to assign them to their respective duties.
The Commissioner, only when specifically authorized to do so by the
Town Board, may from time to time employ such additional persons,
including special, technical, fiscal and legal consultants, as may
be necessary in the discharge of his or her duties. The Commissioner
shall be in the unclassified service of the civil service.
There shall be within the Department of Senior Enrichment the
following divisions:
A. The Club and Center Operations Division.
B. The Service Operations Division.
The Department of Senior Enrichment shall have the following
powers and duties, to be executed under the general supervision of
the Commissioner of Senior Enrichment:
A. The Club and Center Operations Division shall supervise and develop
a wide range of recreational and educational programs for the senior
citizens of the Town of Hempstead.
B. The Service Operations Division shall provide beneficial nutritional
services to the senior citizens of the Town of Hempstead.
