There is hereby established a Department of Human Resources of the Town of Hempstead as a control agency for handling personnel matters as hereinafter described.
The Town Board shall appoint a Director of Human Resources from either the classified or unclassified rolls of the civil service, who shall head the Department of Human Resources and who shall be selected on the basis of his or her administrative experience and qualifications commensurate with the duties of the office.
The Director of the Department of Human Resources shall be responsible for all phases of personnel activity, including liaison between the Town Board and Town department heads, and it shall be his or her duty to:
A. 
Supervise and direct the work of employees of the Department of Human Resources.
B. 
Maintain, perpetuate or establish a complete set of personnel files of all offices and employees in the service of the Town. This shall be in addition to the official roster record kept by the Civil Service Commission of the Town of Hempstead.
C. 
Prepare and publish a manual of practical procedures supplementing the provisions of this chapter.
D. 
Assist the Town Board and department heads in the formation of policy concerning personnel.
E. 
Assist all Town departments in the handling of grievances, disciplinary matters and improper practice charges.
F. 
Review all applications for employment in labor, noncompetitive and exempt positions in all Town departments prior to submission to the Town Civil Service Commission for its official action.
G. 
Advise the Town Board, Supervisor and Comptroller on budgetary requirements of department heads, with emphasis on personnel.
H. 
Establish training procedures for the indoctrination of new employees of various departments.
I. 
Assist in the preparation of training material and manuals.
J. 
Participate in state and local conferences concerning municipal employees and employment.
K. 
When warranted, prepare and recommend a comprehensive plan on the subject of personnel for submission to the Town Board.
The existence of a Department of Human Resources of the Town of Hempstead is hereby acknowledged and perpetuated as a Town department under prevailing provisions of law.
The Department of Human Resources shall be the depository of all personnel records of the Town officers and employees. This shall be in addition to the official roster record kept by the Civil Service Commission of the Town of Hempstead.
The Department of Human Resources shall set as a central agency between municipal and private agencies and Town employees where services are available in areas such as health and dental insurance and as a bureau to arrange for the systematic participation of Town employees in the purchase of government bonds and the withholding of a portion of an employee's salary for various other purposes.
The Department of Personnel as it presently exists is hereby transferred in its entirety, including all property, equipment and budgetary appropriations, to the Department of Human Resources. The employees of said department shall be continued as employees in the Department of Human Resources, with the same classifications, pension and retirement rights and privileges as they had immediately prior to such transfer.
