The Office of Training and Development shall have such powers and duties as will enable the Town of Hempstead to obtain grants under the Comprehensive Employment and Training Act of 1973, as amended. Furthermore, all expenses incurred in connection with the administration of said Office in the form of salaries and other administrative expenses shall be paid by funds received from any or all of the following: the Comprehensive Employment and Training Act, the Office of Development and Training of Nassau County and the United States Department of Labor.
An Office of Training and Development shall be established within the Department of Planning and Economic Development, which shall be supervised by a Director who shall be appointed by the Town Board, to serve at the pleasure of the Town Board, at such salary as may, from time to time, be fixed by the Town Board.
The expense budget for the Office of Training and Development shall be prepared by the Director as a separate but integral part of the Department of Planning and Economic Development's budget. All moneys spent for administrative expenses, property, office space, equipment and supplies shall be paid from funds duly appropriated from the Comprehensive Employment and Training Act of 1973.
