Every owner or occupant of any house or other building, and
every owner or person entitled to possession of any vacant lot, and
any person having charge of any church or any public building in the
Town of Hempstead, shall during the winter season or during the time
snow shall continue on the ground, keep the sidewalk in front of such
lot or house free from obstruction by snow or ice and icy conditions,
and shall at all times keep such sidewalk in good and safe repair
and maintain the same clean, free from filth, dirt, weeds or other
obstructions or encumbrances.

It shall be the duty of all owners, occupants or persons charged
with control of stores, shops and other commercial premises, including
parking areas adjacent thereto, in the Town of Hempstead, to keep
and maintain the sidewalks adjacent thereto and such parking areas
free and clean of all paper, debris and other refuse of any nature
whatsoever, and it shall be unlawful for any person to sweep into
the gutters any paper, debris and refuse of any nature whatsoever;
and it shall be the duty of all such owners, occupants or persons
to provide, keep and maintain adequate receptacles for the deposit
of paper and refuse and debris of a similar nature by customers, patrons
and employees of the aforesaid shops, stores and other commercial
enterprises; the said receptacles to be placed on the sidewalk at
the front of the premises and affixed to the building in a manner
to insure against their upset or removal by any unauthorized person
or persons.

It shall be unlawful for any person to deposit, drop, throw
or otherwise dispose of paper, debris and refuse of any nature whatsoever
upon the sidewalks, streets, parking areas or other public places
in the Town of Hempstead.
