Notwithstanding any other provisions of the within Village Code, the below listed officers are hereby authorized to issue appearance tickets returnable in the local Village Court pertaining to the enforcement of any statute, local law, ordinance, rule or regulation relating to parking, licensing of occupations or businesses, safety, health and sanitation, property maintenance, zoning, building and planning:
A. 
For the enforcement of any and all provisions of the Village Code, the below listed officers:
(1) 
Code Enforcement Officer.
B. 
For the enforcement of any and all provisions of the Village Code except those relating to plumbing, building construction, zoning and vehicle and traffic, the below listed officers:
(1) 
Village Administrator.

C. 
For the enforcement of any and all provisions of the Village Code relating to plumbing, building construction, zoning and planning, the below listed officers:
(1) 
Building Inspector.
The foregoing designations and authorizations set forth in § 11-1 are in addition to any and all authorizations heretofore and hereafter given. Any inconsistencies shall be construed in favor of broadened and additional authorization to issue appearance tickets and otherwise carry out the duties and responsibilities required by the Code.
In the discharge of their duties, any officer authorized to issue appearance tickets pursuant to § 11-1, or any duly authorized subordinate, shall have the right, upon proper identification, if possible, to enter upon any land or into any building or structure at any reasonable hour for purposes of inspection and enforcement.
