No owner, lessee or occupant of any house, building or structure nor the owner or lessee of any vacant lot, plot or parcel of ground within the Village shall permit any ice or snow to accumulate upon sidewalks, paths or public thoroughfares, set apart for pedestrians, in front of or abutting upon their premises, and every such owner, lessee or occupant shall cause any such sidewalks, paths and public thoroughfares to be cleared of ice and snow within 24 hours after such snow shall have ceased to fall or such ice shall have formed.

A. 
Any person committing an offense against the provision of this chapter, upon conviction thereof, shall be guilty of a violation punishable by a fine of $75. The continuation of an offense against the provisions of this chapter shall constitute, for each day after the cessation of the snowfall the offense is continued, a separate and distinct offense hereunder.
B. 
Upon failure of any such owner, lessee or occupant to remove such snow or ice within such period, the Village may cause such sidewalks to be cleared and assess the expense thereof upon the adjoining land.
