The purpose of this article shall be to preserve the public peace and good order in the Village of South Floral Park and to contribute to the public welfare and the preservation and protection of the property and persons of the inhabitants of the Village by declaring and enforcing certain regulations on the feeding of feral cats.
As used in this article, the following terms shall have the meanings indicated:
FERAL CAT
An animal of the species felis catus, more commonly known as "cat," that has no owner and/or is a stray, wild, or feral animal.
No person shall provide food in any manner to feral cats within the Village of South Floral Park.
Any person who shall violate any provision of this article shall be punishable, upon conviction of a first offense, by a fine of not less than $100 and not exceeding $250; upon conviction of a second offense occurring within 12 months of the first offense, by a fine of not less than $250, and not exceeding $500; and upon conviction of a third offense occurring within 12 months of the first and second offenses, by a fine of not less than $500.
No provision of this article shall apply to the feeding of domestic cats harbored by Village residents on their own private property.
