It is the purpose of this article to establish parking areas for the use of persons to whom a special handicapped registration plate or displaying a handicap parking card has been issued by the Department of Transportation of the State of Delaware or by another jurisdiction.
For the purposes of this article, the following definitions shall be applicable unless the context clearly indicates to the contrary:
VEHICLE OF THE HANDICAPPED
A vehicle which is displaying a special handicapped registration plate on the rear of the vehicle, issued by the Department of Transportation of the State of Delaware, or a vehicle displaying a special handicapped parking card issued by the Department of Transportation of the State of Delaware or a plate or permit issued under a similar provision by another jurisdiction.
It shall be unlawful for any person to park, stand or stop any vehicle, other than a vehicle of the handicapped, in any of the following areas:
A. 
One space located in front of the Town Hall.
B. 
Two spaces located in front of the Family Court building.
C. 
One space located in front of the Brick Hotel.
D. 
One space located in front of Citizens Bank.
E. 
One space located in front of the Sussex County Administration Building.
F. 
One space located in front of the Sussex County Courthouse.
A. 
Those persons driving vehicles with a valid handicap plate or permit are required to pay for parking meters and parking permits while the meters and permits are in effect.
B. 
The provisions of this article may be enforced by the Town Manager or designee or any law enforcement officer of the Georgetown Police Department. The vehicle operator, where this violation occurs, will be issued a summons. The base fine for this violation will be $75 for the offense.
C. 
Any person appealing a violation, who believes their parking citation was issued in error, should challenge the violation as outlined in Chapter A240, Policies.
