For the purpose of meeting a public emergency threatening the
lives, health or property of citizens, emergency appropriations, the
total of which shall not exceed one-half of one percent (1/2 of 1%)
of the total annual budget, may be made upon the recommendation of
a majority of the members of the Board of Selectmen and by an affirmative
vote of not fewer than four (4) members of the Board of Finance. In
the absence of sufficient general fund resources to meet such appropriations,
additional means of financing shall be provided in such manner as
may be determined by the Board of Finance.
