The City of O'Fallon, Missouri, Veterans Commission is hereby established. Such Commission shall consist of eleven (11) members and two (2) alternate members, for a total of thirteen (13) individuals to be appointed by the Mayor with the consent and approval of the majority of the members of the City Council. Members of the Commission shall serve a two-year term. The Commission shall designate one (1) member of the Commission to serve as Chairperson, who shall preside at meetings of the Commission and who shall execute the duties normally conferred by parliamentary order in addition to those prescribed by this Article. Commission members and alternates shall be residents of St. Charles County. A minimum of six (6) of the members, and one (1) of the alternate members, shall have served in the armed forces of the United States. The remaining members, and one (1) of the alternate members, shall have had no prior military service. Alternate members may be appointed to serve in the absence of or the disqualification of the regular members. The alternate members shall only vote when a regular member is unable to vote on any matter before the Commission, or when one (1) or more regular members are absent from a meeting.

A. 
The Veterans Commission shall have all the powers and duties as set forth below:
1. 
The Veterans Commission shall oversee the planning for any event in association with any of the Veterans' associated days or locations. The Commission will interact with the Veterans' organizations in the local area and the City of O'Fallon.
2. 
The Veterans Commission shall make recommendations to the City Council, and the City Administration for the preservation and upkeep of the City's war memorials, including, but not limited to, the Veterans' Memorial Walk.
3. 
The Veterans Commission shall attend to any other matter deemed appropriate by the City Council concerning veterans' affairs.

The Mayor shall select one (1) member of the City Council to serve as the liaison with the Veterans Commission.
