A. All new connections to the City system(s)
shall be subject to payment of a connection fee(s) for the right to
connect to the City system(s).
B. Connection fees for developments (for which
construction plan approval is required under the Zoning Code) to be
connected to the City's sewerage system shall be due and payable at
the time a building permit is issued. Connection fees for developments
to be connected to the City's water system shall be due and payable
at the time a building permit is issued. Connection fees for individual
buildings shall be due and payable at the time a building permit is
issued. A delayed payment penalty of ten percent (10%) of the connection
fee due will be assessed if the fee is not paid within thirty (30)
days. An additional delayed payment charge of three/fourths of one
percent (0.75%) of the outstanding balance will be added each month,
or portion thereof, the payment of connection fee remains outstanding.
C. No collection system line or service line
shall be connected to the sewage system until all fees are paid. If
a line is connected prior to payment of fees, the City may disconnect
the line and charge the owner, developer, contractor, plumber or other
parties, jointly or severally liable, all costs incurred for the disconnection
including, but not limited to, reasonable attorneys' fees, court costs,
and interest from the date of disconnection.
D. Connection Fees for Multi-Unit Buildings.
Commercial or industrial developments having multiple units or tenant
spaces in the building(s) shall use a master meter to serve the building.
The connection fee for this shall be calculated based on multiplying
the number of units or tenant spaces in the building times 50% of
the connection fee for the size of the water line going to each unit.
Residential buildings having multiple tenant spaces in one building
shall also use a master meter to serve the building. The connection
fee for this will be calculated based on multiplying the number of
bedrooms times 25% of the connection fee of a typical single-family
home (defined as having a one-inch water meter). In all cases of a
master meter being used, the property owner may install sub-meters
for their own use on the private system after the City's meter.

E. Due to the limited capacity of water and
wastewater treatment anticipated to be available for the foreseeable
future, no additional water or sewer connections will be made to a
City water or sewer line to serve premises located outside the corporate
limits of the City of O'Fallon, Missouri.
F. In addition to the below stated fees for
the right to connect to the City water system, the water customer
or user will purchase from the City the water meter as required by
the City.
G. Connection Fees—Sewer And Water.

Connection fees are for the right
for an individual building to connect to the City's water and sewer
system. Annual increases will be effective January 1 of the year the
increase becomes effective. The most recent fees listed below will
remain in effect beyond the year listed until new fees are established.
The connection fee is based on the size of the water meter or water
service line going to the building and are as follows:

All connections shall be subject
to review and approval by the City with all connection fees required
to be paid prior to connecting to the public main. All connection
fees above are for premises inside the City limits of O'Fallon. Connections
at the main shall be subject to inspection and approval by the City
prior to initiation of service.

The City reserves the right to set fees for premises outside the City
limits of O'Fallon on a case-by-case basis. Connections at the main
shall be subject to inspection and approval prior to initiation of
service.
H. Outside City connections by previous agreement
only shall be twice the connection fees stated above.
I. Private Water and Sewer Systems: Connection Fees listed in this Section
700.190 are for each individual building. Unless otherwise provided herein, each building is required to have its own water meter. Private systems serving multiple buildings, when approved by the City, may have a master meter(s) serving the entire development, and water and sewer connection fees will be collected with the building permit for each building with this fee being calculated for each building as if it had its own meter even though it would not have a meter in this situation. The property owner of a private system may install sub-meters for their own use on the private system after the City's meter.

J. Connection Fees for Irrigation Lines. Commercial buildings, industrial
buildings and residential facilities such as apartment complexes and
senior care facilities, with a domestic water service may connect
an additional but separate water line and meter for a landscape irrigation
system. The connection fee for this second water irrigation connection
will be thirty-three percent (33%) of the fee for the size of irrigation
meter being installed. Irrigation systems for these facilities shall
be connected with a separate meter and fee for the irrigation line.
The connection of the irrigation line will be a tee connection to
the service line ahead of the domestic meter and not a separate connection
to the City's public water main.
