There is established a department of this City which shall be
known as the "Parks Department" which shall have complete charge of
the maintenance, operation and establishment of all parks in the City.
The Parks Department will be under the supervision and control of
the City Manager as an integral part of the City. The City Manager
may designate a Park Director who shall be in charge of the department.

All monies received by the tax levy for parks now in force shall
be devoted exclusively to public parks purposes.

A. To
authorize the City Manager or his/her designee to approve certain
requests to use City park facilities by any civic organization, church,
business or individual based on prior or understood precedent to include,
but not limited to:
1. Requests to use park facilities for activities which may extend beyond
established park curfews;
2. Requests from not-for-profit groups to use facilities for event for
which admission will be charged, but proceeds will benefit the not-for-profit
group or other charity;
3. Requests to use park facilities to promote recognized holidays or
community-wide celebrations.
B. The
City Manager or his/her designee shall reserve the right to refer
any request to use park facilities to the Park Board and/or City Council
for their review and recommendation.

Administrative staff is authorized to close City recreational
facilities to the public when deemed in the best interest of the City.
Instances for said closure shall include, but are not limited to:
Closure of the Recreational Complex Lake for the Recreational Department
Fishing Derby, 4th of July Fishing contest and Corporate Games Super
Saturday events. Dates for the closure of said facilities shall be
posted as appropriate and published in the local newspaper.

A. All
public parks will be closed to the public from 10:00 P.M. until 5:00
A.M. making it unlawful to be, remain, loiter, idle, wander, stroll
or play in or upon the park during such closed hours with the following
exceptions:
1. For the period April through October of each year, the closed hours
shall be from Midnight until 5:00 A.M. in the Recreational Complex,
Rotary Park and VFW Stadium only to accommodate organized league and
tournament activities.
2. Upon receipt of a written request from the organizer(s) of a tournament,
league, church or civic club activity which would continue or begin
after the closed hours in a park, the City Manager or his/her designee
shall have the authority to grant a waiver for the specific activity
planned.
3. The Clinton Building, located in the south end of the Recreation
Complex, shall have a 1:00 A.M. closing time year round for activities
scheduled in the building unless this curfew is waived by the City
Manager or his/her designee. All other activities in the park not
associated with events scheduled in the Clinton Building will be subject
to the regular curfew times for the Recreation Complex.

No person shall ride, walk, lead or otherwise take a horse or
pony into or upon City park property without written consent of the
City Manager or his/her designee. Horses will be allowed in and around
park areas only on streets, parking lots and any other thoroughfare
designated for vehicular traffic.

Alcoholic beverages will be prohibited in the Recreational Complex
within the boundaries established by the curb lines surrounding the
two (2) groups of baseball/softball fields in the Complex. It will
be unlawful to consume or visibly possess alcoholic beverages within
the aforementioned boundaries.
