A Library Board is established with such duties and responsibilities
as the Council may prescribe.

A. The
Board shall consist of nine (9) members. In the initial appointments,
three (3) members shall be appointed for a term of one (1) year, three
(3) members for terms of two (2) years and three (3) members for terms
of three (3) years.
B. The
transition of term commencement dates from October first (1st) to
July first (1st) shall be accomplished as follows: Library Board Trustee
appointments made in September 2012 shall end on June 30, 2015; Board
of Trustee appointments made in October 2010 shall end June 30, 2013;
and Board Trustees appointments made in October 2011 shall end on
June 30, 2014. All appointments made thereafter shall be for terms
of three (3) years commencing on the first (1st) day of July of each
year.

Vacancies in the Board of Trustees, occasioned by removals,
resignations or otherwise, shall be reported to the proper official
and be filled in like manner as original appointments, except that
if the vacancy is an unexpired term, the appointment shall be made
for only the unexpired portion of that term. No member of the Board
shall serve for more than three (3) successive full terms and shall
not be eligible for further appointment to the Board until two (2)
years after the expiration of the third term. No Trustee shall receive
compensation as such, and no person shall be employed by the Board
who is related either by blood or by marriage to any Trustee of the
Board.

The Board shall select one (1) of their number to serve as Chairman.

The Board shall report to the City Council at least once each
year and at such other times as directed or necessary.
