A.
There is hereby established an Environmental Advisory Committee (EAC)
in the Township of Mount Holly.
B.
The EAC shall be composed of no less than five nor more than nine
adult citizens who shall be residents of the Township of Mount Holly
plus the Township Manager or the Manager's designee.
C.
The Township Manager shall be a member by virtue of his/her office
as Manager. The citizen members shall be appointed by the Mayor with
the advice and consent of the Council for terms of three years. Notwithstanding
the foregoing, the term end dates for the initial appointments shall
be staggered so that no more than two terms expire in any one year.
The initial appointment shall specify those members whose terms are
for less than three years.
D.
In the event any vacancy arises, an appointment to fill that vacancy
shall be for the balance of the unexpired term of the member whose
position has been vacated.
E.
The EAC shall establish a schedule for holding regular meetings which
shall be not less than once per calendar quarter. A quorum shall consist
of a majority of the full appointed membership. Action may be taken
by a majority of the quorum. Minutes shall be maintained of all meetings.
F.
The position of any member of the EAC who misses three consecutive
meetings of the Committee without excuse acceptable to the Manager
may be removed from the Committee by the Township Council upon recommendation
of the Manager.
A.
The EAC is established to assist the Township Council and elected
and appointed officials in the completion of their duties with respect
to the protection, development and use of natural resources within
the Township, including advising with respect to the impact of actions
or inactions on the environmental quality of community life.
B.
In the performance of its duties, the EAC shall:
(1)
Promote the conservation and careful management of the natural resources
of the Township;
(2)
Plan and implement programs to educate the public about local conservation
issues and programs;
(3)
Within the confines of available resources, maintain, in conjunction
with Township officials, an inventory of open space, recreation areas,
natural resources which may include mapping or other appropriate documentation;
(4)
Investigate appropriate environmentally sound uses of publicly owned
open space and make recommendations with respect to the same;
(5)
Render nonbinding advisory opinions to the Township Planning Board
with respect to any matter referred to the EAC by the Board, including
input with regard to the Master Plan and long-range planning, within
30 days of such referral;
(6)
Act as a clearinghouse and resource for the community on local environmental
issues;
(7)
Assume the responsibilities and requirements of a "Green Team subcommittee"
as otherwise required to under the Sustainably NJ Program designation;
(8)
Perform such other advisory duties as may be directed by the Manager
or Township Council.
C.
The EAC may, in addition, make recommendations regarding the acquisition
of property by the Township, by any appropriate means, for the preservation
or conservation of open space and other land and water areas which
advance the environmental health of the community.
Funds may be appropriated for expenses incurred by the EAC upon
written request and approval of the governing body.
