For the purposes of this Article, the following terms, phrases and words shall have the meanings given herein and shall apply in the interpretation and enforcement of this Chapter, unless otherwise specifically stated:
CHECK-CASHING ESTABLISHMENT
A person or entity engaged in check-cashing operations and short-term loans for a fee, as a primary or substantial element of its operation and which is not licensed by the appropriate State or Federal agency as a banking or saving and loan facility. If gross revenues from such operations exceed ten percent (10%), then there shall be a presumption that such operations constitute a check-cashing establishment. For purposes of this Section, check-cashing establishments include, but are not limited to: businesses offering title loans, payday loans, signature loans, immediate check-cashing services and small loans as identified under Chapter 367 or Section 408.500, RSMo. Check-cashing establishments shall not include retail credit financing institutions which are licensed under Chapter 364 or 365, RSMo., or pawnbrokers or retail merchants.
CHIEF OF POLICE
The Chief of Police for the City of Creve Coeur Police Department.
CITY
The City of Creve Coeur.
DIRECTOR
The Director of Finance for the City of Creve Coeur.
MONTH
That period of time from one date in a calendar month to the corresponding date in the following calendar month; but if there is no corresponding date, then the last date of such following month; and when computations are made for a fraction of a month, a day shall be one-thirtieth (1/30) of a month.
PERSON
An individual, partnership, corporation, joint venture, trust, association or any other legal entity however organized.
PERSON OF GOOD MORAL CHARACTER
A person whose criminal history does not include violations of any State, Federal or municipal ordinance involving drugs or narcotics, robbery, burglary, theft, stealing, receiving stolen property, embezzlement, extortion, forgery, gambling, bribery, perjury, any weapons offenses or any crime of violence.
TITLE LENDER
A person who has qualified to engage in the business of making title loans pursuant to Sections 367.500 — 367.533, RSMo., and maintains at least one (1) title lending office within the boundaries of the State of Missouri, which office is open for business not less than thirty (30) hours per week, excluding legal holidays.
