In accordance with Chapter 7, Administration of Government, § 7-60, the Chief License Inspector shall be responsible for enforcing the provisions of this chapter and for issuing all licenses which are the subject of this chapter.

The Chief License Inspector of the Department of Code Enforcement shall have the following duties and responsibilities:
A. 
Establish, with the aid of all other relevant departments of City government, the application forms for issuance and renewal of all licenses, including, where desired, a requirement that the application be executed under oath, and procedures for processing which shall minimize duplication and trafficking of documents and permit the other relevant departments of City government to review all matters pertaining to the license relevant to that department prior to determining any action to be taken thereon.
B. 
Receive and review all applications for licenses which are the subject of the provisions herein and make such referrals and investigations and hold such hearings as may be necessary to determine the suitability of the applicant in accordance with the standards promulgated by the Inspector and approved by the Mayor or City Council and to determine that the subject matter of the license complies with applicable state laws and City ordinances, and rules and regulations promulgated thereunder, and issue such directives as may be appropriate to the relevant departments of City government concerning the issuance of any license or renewal or revocation thereof.
C. 
Coordinate the efforts of all relevant personnel concerned with and responsible for provisions governing the subject matter of the license and establish such procedures and initiate such meetings as may be necessary to accomplish same.
D. 
Supervise the enforcement of all licensing requirements, including the issuance of notices of violations, where required, the holding of hearings and the determination of suspension or revocation of all licenses, and arrange for inspection at such times and with such frequency as is necessary to protect the public and assure compliance with all applicable laws and ordinances.
E. 
Make such examinations of the books and records of any applicant or licensee as shall be reasonably necessary to the administration and enforcement of the provisions governing the subject matter of licensing, provided that no such examination or inspection shall be conducted in any way which does not comply fully with pertinent state and federal statutory and constitutional law.
F. 
After receipt of all fees and charges, issue all licenses and renewals thereof.
G. 
Keep all records pertaining to licenses, licensees and all agents appointed by any licensee.
H. 
Promulgate, in writing, such rules and regulations concerning the subject matter of any license needed to refine or detail further the requirements of any provision of this chapter or any other City ordinance or state law applicable thereto, provided that any such rules or regulations affecting a department, or personnel within a department, not normally under the supervision of the Chief License Inspector shall only be issued with the approval, in writing, annexed thereto of the head of such department or, if not contrary to state law, by direction of the Mayor.
I. 
Submit to the Mayor and/or the City Council or head of the Department of Code Enforcement, as required or requested, such reports on the operation of the licensing regulations as may be desired from time to time.
J. 
In accordance with the duties herein set forth, and after the conduct of such hearings and appeals as may be relative to notice of refusal to issue or renew, revoke or suspend any license, the Chief License Inspector shall, within 15 days, issue a directive relating to the disposition or renewal of the license, and such directive shall be available to the public by filing same with the City Clerk.
K. 
Take all actions necessary by law to prosecute all violators of the provisions herein, of the Code of the City of Camden, Chapters 169, 193, 204, 217, 225, 248, 264, 286, 325, 329, 378, 383, 390, 394, 416, 434, 439, 456, 467, 478, 496, 500, 507, 512, 545, 578, 587, 620, 661, 667, 705, 758, 766, 785, 791 and 822 and any other relevant ordinances requiring inspections and the issuance of licenses.
