There shall be a Department of Fire, the head of which shall
be the Director, who shall receive no compensation for the position.
The Director shall be appointed by the Mayor with advice and consent
of the Council. The Mayor may act as Director of the Department of
Fire. The Fire Department shall consist of volunteers and shall promulgate
its own rules and regulations.
