All subdivisions and site plans having any portion lying within the Airport Hazard District shall conform to the use and height regulations set forth in § 28-4.4 of Chapter 28, Zoning. For purposes of this section, public roads are considered to be a fifteen-foot vertical development and private roads are considered to be a ten-foot vertical development.
