The proper officers of the City of Camden are hereby authorized, empowered and directed to create, pursuant to the statutes of the State of New Jersey, a nonprofit corporation to act as the Zone Development Corporation. The purpose of said Corporation will be to reduce the economic deterioration of Camden, which demands vigorous and coordinated efforts by private and public entities to restore prosperity and enable the City to resume revitalization of these areas and requires applications of the skills and entrepreneurial vigor of private enterprise, and it is the responsibility of government to provide a framework within which encouragement is given to private capital investment in these areas, disincentives to investment are removed or abated and mechanisms are provided for the coordination and cooperation of private and public agencies in restoring the economic viability and prosperity to Camden's Enterprise Zones.
