A. 
Regular Elections. The regular City election shall be held annually on the first Tuesday in April.
B. 
Special Elections. The Council may be resolution order special elections, fix the time for such elections, and provide for holding such elections.
C. 
Conduct of Elections. All City elections shall be governed by the provisions of this Charter and of applicable State law. The Council by ordinance may further regulate elections, subject to the provisions of the Charter and applicable State law.
A. 
Method of Filing. Any person desiring to become a candidate for an elective office shall file with the City Clerk a statement of such candidacy in substantially the following form:

B. 
Filing Dates. The Council shall set, by resolution, the filing dates for elective office in compliance with State election law.
The names of candidates for elective office shall be printed on the ballots without party designation. The names of the candidates on the ballots and in election notices shall be printed in the order of filing.
A. 
Number of Votes. Every voter shall be entitled to vote for one (1) candidate for each office listed on the ballot.
B. 
Returns, Canvass. The Council shall declare the results of any municipal election, regular or special, at a meeting to be held no later than one (1) week following such election. The candidate receiving the highest number of votes for each office shall be declared elected and inducted into office at that time.
C. 
Tie Vote. If at any City election two (2) or more persons receive an equal number of votes for election to any office, and a higher number of votes than any other candidate for election to the same office, the City Clerk shall, immediately after the results of the election have been certified, issue a proclamation stating the fact and ordering a special election to determine which candidate is elected to the office. The proclamation shall set the date of the election and shall be sent by the City Clerk to the election authority responsible for conducting the special election. The proclamation shall specify the name of each candidate for the office to be voted on at the election, and the special election shall be conducted and the votes counted as in other elections.
There shall be three (3) City Council districts, bounded and numbered the same as the wards which exist at the time of adoption of this Charter. District boundaries shall be established by ordinance following each decennial census. Districts shall comprise compact and contiguous territory and shall contain, as nearly as possible, an equal number of inhabitants.
