The Lincoln Park Community Lake, hereinafter referred to as "LPCL," shall consist of the Borough-maintained municipal swimming facility and contiguous beach and picnic areas, together with appurtenances thereto and equipment thereof. The LPCL shall also consist of all other contiguous lake and shore areas situate in the Borough of Lincoln Park.
The use and operation of the LPCL for recreational and park purposes shall be subject to the following rules and regulations:
A. 
The LPCL season is Memorial Day through Labor Day. Lake membership is required from Memorial Day through Labor Day. Memberships shall be renewed annually.
B. 
No person shall be admitted to the facility without an LPCL issued identification card. Any and all guests must be accompanied by their host. Members 16 years and under must be accompanied by an adult.
C. 
No person shall be permitted to enter the LPCL grounds after the facility is officially closed.
D. 
Swimming is permitted in designated areas only. Swimming is prohibited when LPCL lifeguards are not present.
E. 
All persons shall obey the lifeguards' instructions at all times.
F. 
All persons shall conduct themselves in an orderly fashion so as not to create any disturbance or inconvenience to other patrons or to endanger the safety and welfare of other patrons.
G. 
Dogs, cats and other pets are not permitted on areas of the LPCL inside the entrance (at the gate guard hut, inside the second gate) at any time of the year.
H. 
Service dogs may be permitted with their owner. The owner must be a member of the LPCL. The service dog must have proper identification and must stay on a leash with the owner at all times.
I. 
Feeding of waterfowl is strictly prohibited.
J. 
Alcoholic beverages are prohibited at the LPCL.
K. 
Glass containers are not permitted.
L. 
Rubbish, paper or other debris shall be deposited in the proper containers around the LPCL grounds.
M. 
Automobiles, bicycles, motorbikes and other conveyances shall be parked in the appropriate designated areas.
N. 
Non-motorized watercraft are permitted as per Article VII from April 1 to October 31, with the proper registration and permits. Lincoln Park residents only.
O. 
Smoking and vaping are not permitted on the beach.
The rules and regulations so promulgated shall be enforced by the Superintendent of Recreation or his/her duly authorized representative. The Superintendent of Recreation or his/her designee may suspend or revoke the membership badge and/or swimming privileges of any person or persons who violate or fail to comply with any of the provisions of this article or the rules and regulations set forth herein.
The LPCL season is Memorial Day through Labor Day. Membership is required of all persons during the season. The swimming facility shall be open on such days and during such hours as shall be determined by the Superintendent of Recreation. No person shall enter upon or use the facility except upon such days and within such hours so designated.
A lifeguard shall be on duty and in charge of the swimming areas at all times. All swimming shall be prohibited when said lifeguard is not present or is off duty.
Membership is open to all residents of Lincoln Park and a limited number of nonresidents, subject to payment of fees and proper registration as hereinafter provided. A resident is defined as any person having his bona fide domicile with the Borough of Lincoln Park. Proof of residency is required.
A. 
All fees shall be specifically provided in Chapter 34, Fees, § 34-8, Parks and recreation.
B. 
The Department of Parks and Recreation may require proof of age, residency or other documentation to verify address, age and/or family relationship.
C. 
Each member four years of age or older shall be required to have a membership badge.
Ice skating or other entry on the ice surface, including ice fishing, shall be prohibited at any time on the LPCL.
The Superintendent of Recreation or his/her duly authorized representative may close the swimming facility in inclement weather or whenever, in the judgment of the person in charge thereof, such action is deemed necessary or desirable as a matter of health and safety.
A. 
Fees and charges for the use of tennis courts shall be provided in Chapter 34, Fees, § 34-8, Parks and recreation.
B. 
All fees for use of tennis courts shall be collected by the Department of Parks and Recreation or its designee.
