A. All fees shall be as specifically provided in Chapter
34, Fees, §
34-8, Parks and recreation.
(1) For purposes of this section, the term "civic organization" shall
mean and include any community-based, not-for-profit organization,
organized exclusively for charitable, benevolent, eleemosynary, educational,
civic, patriotic, political, religious, social, fraternal, literary,
cultural, athletic or scientific purposes, whose membership shall
consist solely of volunteers.
(2) For purposes of this section, the term "local organization" shall
mean and include any group or organization, or a chapter, lodge, or
similar subunit of a group or organization, having its sole or primary
office or address within the Borough of Lincoln Park or a majority
of its membership residing within the Borough of Lincoln Park.
(3) Separate fees shall be determined for the following categories of
users:
(a)
Local civic organizations;
(b)
Non-local civic organizations;
(c)
Local, non-civic organizations;
(d)
Non-local, non-civic organizations; and
B. The following programs, organizations and/or activities shall be
exempt from the imposition of the fee for use of the PAL/Community
Center:
(1) Any Borough-based group or organization with membership consisting
of Borough residents 55 years of age or older.
(2) Borough-sponsored programs, including but not limited to members
of appointed boards and committees, Mayor, Council and staff directed
ceremonies, regional meetings, and educational, civic and recreational
programs conducted by the Borough of Lincoln Park.
(3) Borough service/nonprofit organizations, including but not limited
to the Police Athletic League (PAL), civic, political and charitable
organizations serving the Borough.
C. No person, group or organization shall apply for a permit on behalf
of another person, group or organization. In the event this occurs,
without the Borough's knowledge, the group sponsoring the event will
be assessed the rental fees. Examples:
(1) Emergency
services may not apply for a permit on behalf of an outside vendor
to hold a fund-raising event in an emergency services building.
(2) A
resident group shall not apply for a permit on behalf of a for-profit
management group or other outside vendor.
(3) A
civic organization or other Borough-affiliated program shall not apply
for a permit on behalf of an outside vendor under the justification
of a fund-raiser.
D. All fees shall be collected and made payable to the Department of
Parks and Recreation of the Borough of Lincoln Park.
