A. 
This Section is to operate where the opinion of the Mayor is that a pending proposed adverse action against a City employee with a familial relation or other relationship with a member of the Board of Aldermen which will create a very sensitive situation within the Board of Aldermen.
B. 
At his/her sole discretion the Mayor may initiate in a written designation filed with the St. Robert City Clerk the provisions of this Section as being applicable to specific proposed adverse personnel actions.
C. 
In such a situation the Mayor, at his/her discretion, may declare that a sensitive situation exists and cause to be initiated the process set forth in this Section.
D. 
After the Mayor initiates this process, an independent investigator and adjudicator will be appointed by the Mayor. These parties are not to be involved with the City of St. Robert. The investigator is to make such investigations as is necessary to establish the facts surrounding and giving rise to the proposed adverse action against the City employee. The adjudicator is to have a hearing on the adverse personnel action and prepare and present a recommendation to the Board of Aldermen for action.
E. 
The City Administrator of St. Robert and any supervisor designated by him/her shall prepare a specific list of allegations which support the recommended adverse personnel action including the names of all City employees who have knowledge of the facts surrounding the allegations giving rise to the adverse personnel action.
F. 
The statement of allegations, a designation of any supporting documentation and a list of City employees with knowledge will be given to the adjudicator, the investigator, and the City employee against whom adverse action is contemplated.
G. 
The employee will be given a period of time in which to submit a list of City employees who the employee desires to have interviewed and to designate documentary evidenced to be reviewed.
H. 
The investigator will interview all witnesses, review documentary evidence and will prepare a report for the adjudicator containing the investigator's findings.
I. 
The adjudicator will set a time, date and location for a hearing wherein the employee can give a statement and present other evidence relative to the proposed personnel action. There is no right to cross-examination unless the adjudicator determines that it is necessary.
J. 
This process will not vest any property interest in the employee in that employee's employment with the City of St. Robert and will not vest that employee with a right to a substantive due process hearing. The employee will remain an at-will employee. This process and procedure are established for the unique situation where a personal relationship between an employee and a member of the Board of Aldermen may create a situation, which may be detrimental to the best interest of the City of St. Robert. The Board of Aldermen is not delegating any of its authority relative to discipline by this or any resulting ordinance.
K. 
The adjudicator will submit his/her finding and a recommendation to the Board of Aldermen as to what action should be taken relative to the proposed personnel action. The Board of Aldermen intends to follow the recommendation of the adjudicator but reserves the power for the Mayor and the Board of Aldermen to terminate and discipline the employee in the adjudicated case or any other at-will employees.

A. 
The City of St. Robert has recognized that there is a need for a Computer Usage Policy for the employees of the City of St. Robert.
B. 
The Board of Aldermen have been presented with a Computer Usage Policy which outlines certain rules and regulations for each employee of the City of St. Robert to follow in regard to the usage of the City's computer system.
C. 
The City of St. Robert's Computer Usage Policy outlines policies in regard to the usage of computers by City employees.
D. 
All City employees are to comply with the provisions of the Computer Usage Policy which is the subject of this Section.

A. 
The City Administrator is authorized to apply for a commercial credit card for the following City of St. Robert departments:

City Administrators
2. 
City Clerk
3. 
Fire Department
4. 
Police Department
5. 
Public Works Department
6. 
Mayor of the City of St. Robert
B. 
Generally. Each card shall have a separate number for each department. The City Administrator and all department heads shall promulgate the regulation and use of the commercial credit card for the City of St. Robert. Any employee who misappropriates said credit card shall be subject to termination.
