A. 
Code Of Conduct. The Saint Robert Parks Department is committed to providing the citizens of Pulaski County with quality parks and recreational opportunities in a safe, healthy and enjoyable environment. To fulfill this commitment, the provisions contained are hereby established as the "code of conduct" which shall apply to the use of the park property. The code simply requires that participants in park programs, with or without a reasonable accommodation, must conduct themselves in a rational and reasonable manner, in accordance with the rules and regulations established by the Park Department and Saint Robert Board of Aldermen.
B. 
Intended Use Of Park Property. Use of park property for other than intended purposes is prohibited without prior authorization.

A. 
No person shall violate any regulation posted for the operation of an individual park facility. No person or permit holder shall violate any rule or condition on a permit.
1. 
Parks and facility usage. The Park Advisory Committee and its designated City employees have authority to control all activities at any City park and/or facility and to eject any person who violates any part of this Chapter or any posted rule or regulation.
2. 
Operating rules. The Park Facility Supervisor is authorized to establish rules which he/she determines are necessary to properly maintain, operate, develop or construct City parks and facilities or to assure the safety of said parks and recreation facilities.
3. 
Fees. The usage fees and deposits required for usage of any City facility shall be set forth in Appendix A of this Chapter.

No person shall stay or remain in any park between the hours of 10:00 P.M. and 5:00 A.M. of the following day except with the permission of the Park Foreman and/or the Public Works Director.

Possession, use or distribution of alcohol (except by permit); illegal drugs or controlled dangerous substances are prohibited. Smoking is prohibited in all parks. No person should be in a park while under the influence of intoxicating liquor.

Urinating or defecating on park property other than in the places officially provided is prohibited. No person shall engage in the act of sexual intercourse or other sexual act or indecent or obscene acts or sexual harassment on park property.

No person should sleep or protractedly lounge on the seats or benches or other areas; or to engage in loud, boisterous, threatening, abusive, insulting or indecent language; or to engage in any disorderly conduct or behavior tending to a breach of the public peace.

No person(s) shall congregate or assemble in or about any public structure on park property in such a manner as to hinder or obstruct the proper use thereof.

A person requested to leave park property by authorized personnel must do so immediately.

No person may interfere with any Park Department employee acting in the course of his or her official duties. No person may disrupt or obstruct participation in a park program, activity or at a park facility.

No person should mark, deface, disfigure, injure, tamper with or displace or remove any building; bridges; tables; benches; fireplaces; railings; paving or paving material; water lines or other public utilities or parts or appurtenances thereof; signs, notices or placards, whether temporary or permanent; monuments; stakes; posts; or other boundary markers or other structures or equipment, facilities or park property or appurtenances whatsoever, either real or personal.

No person may deposit, leave or spill refuse or other substances on park property other than in receptacles provided for this purpose. No person may deposit refuse from private premises in park trash receptacles. No person may store material of any description on park property except with authorization of the director and/or the City Council.

Attaching or posting of notices, signs or any other objects on park property is prohibited except by permit. Carrying signs or picketing on park property is prohibited except by permit.

No person should construct or erect any building or structure of whatever kind, whether permanent or temporary in character, or run or string any public service utility into, upon or across park lands, except with permission of the director and/or the City Council.

Solicitation of any business, trade or occupation is strictly prohibited unless authorized by permit.

No person may play an audio device or create excessive noise so as to disturb the peace.

No person in a park should bring or have in his possession or set off or otherwise cause to explode or discharge or burn any firecrackers, torpedo, rocket or other fireworks or explosives of inflammable material or discharge them or throw them into any park area from land or a highway adjacent thereto. This prohibition includes any substance, compound, mixture or article that, in conjunction with any substance or compound, would be dangerous from any of the foregoing standpoints, except under the sponsorship of organized groups and with the permission of the director and/or the City Council.

No person shall carry or possess or discharge a bow and arrow, dart, firearm, knife with a blade of more than three (3) inches in length or other dangerous weapon on park property except where permitted in designated areas. This provision does not apply to Law Enforcement Officers and persons with legal permits.

No person should gamble or participate in or abet any game of chance, except with permission of the director and/or the City Council for charitable purposes.

A. 
No animal may be brought upon park property unless it is on a leash and is at all times entirely within the control of the person bringing it upon park property. Persons bringing any animal upon park property are responsible for immediate cleanup and removal of the animal's defecation. The grazing of any animal is prohibited except in those areas under lease for such purpose. Persons may not abandon domestic animals on park property. Domestic animals are not permitted at any time in certain posted areas of park property to include playground equipment.
B. 
Domestic animals trespassing on park property may be impounded and shall be treated in accordance with applicable State and County Statutes.

A. 
Trees, Shrubbery, Lawns. No person should damage, cut, carve, transplant or remove any tree or plant or injure the bark or pick the flowers or seeds of any tree or plant. Nor shall any person attach any rope, wire or other contrivance to any tree or plant. A person shall not dig in or otherwise disturb grass areas or in any other way injure or impair the natural beauty or usefulness of any area.
B. 
Removal, Excavation Of Natural Resources. No person should dig or remove, whether submerged or not, any soil, rock, stones, trees, shrubs or plants, down timber or other wood or materials or make any excavation by tool, equipment, blasting or other means or agency, except with permission of the director and/or the City Council.
C. 
Digging. No digging into the surface of park property is prohibited.

Lost objects found on park property must be turned over to the Police and may be recovered by proper identification at the Police Department. Lost objects will be held by the Police for three (3) months.

Any person found to be in violation of any Section listed under this Chapter shall be cited for an infraction by the St. Robert Police Department and be required to pay a fine of not less than fifty dollars ($50.00) and not more than five hundred dollars ($500.00) for each offense.

A. 
The Board of Aldermen has determined that access to the Motocross Track in the St. Robert City Park needs to be limited due to problems that have occurred at the track.
B. 
The Board of Aldermen hereby sets the following rules in regards to the Motocross Track:
1. 
No person shall use the Motocross Track without prior permission from the Director of Parks or the City Administrator.
2. 
No use of the Motocross Track shall be permitted during games or practices on the softball/baseball field or events at the St. Robert Community Center.
3. 
All riders must have proper equipment including a helmet at all times they are using the Motocross Track.
4. 
All riders understand the inherent dangers in riding on the Motocross Track and assume the risk therein and the City of St. Robert assumes no liability for any injuries resulting from the use of the Motocross Track.
5. 
Any person using the Motocross Track without permission is trespassing and is subject to prosecution under the St. Robert City Code.
C. 
These rules shall be posted at the entrance to the Motocross Track.
D. 
These rules do not apply to the Motocross events that take place during the Pulaski County Fair.

A. 
Rules And Permits. Except as specifically restricted by City ordinance, fishing rules are governed by the Missouri Wildlife Code except as amended to apply to the St. Robert municipal fishing pond. Anglers, ages sixteen (16) through sixty-four (64), are required to possess a valid Missouri fishing permit.
B. 
Daily Limits. The daily possession shall not exceed the following creel limits:
1. 
The daily limit for black bass is two (2). Black bass more than twelve (12) inches but less than fifteen (15) inches total length must be returned unharmed to the water immediately after being caught.
2. 
The daily limit for channel catfish is three (3) of any size.
3. 
The daily limit for bluegill is ten (10) of any size.
C. 
Permissible Methods And Restrictions. Fishing methods, other than the use of pole and line with lure or bait, are prohibited. A person may use no more than one (1) pole at any time and they must be attended at all times. Bullfrogs and green frogs may not be taken from the St. Robert municipal fishing pond. Netting or trapping of live bait is prohibited at all times.
D. 
Hours Of Use. Fishing is prohibited between the hours of:
1. 
9:00 P.M. to 6:00 A.M. during the months of April through September.
2. 
7:00 P.M. to 7:00 A.M. during the months of October through November.
3. 
No fishing will be permitted during the months of December through March.
E. 
Restrictions. Vehicle use is restricted to graveled and paved roads and parking areas.
1. 
Vehicles other than City vehicles and emergency response vehicles are not permitted access across the impoundment dam.
2. 
Boats, canoes, kayaks and floatation devices are not permitted in St. Robert municipal fishing pond.
3. 
Swimming is not permitted in the St. Robert municipal fishing pond.
4. 
Any person using the municipal fishing pond must leave the area immediately upon the request of the St. Robert Police, Fire Department personnel and/or the Missouri Department of Conservation.

A. 
Pro Shop Policies. All players and accompanying spectators must check into the golf shop prior to going on the golf course during season. Off season will be on the honor system. Money to be deposited in locked drop box. We require that all players register before playing to maintain correct sequencing of starting times, to maintain an accurate record of the number of rounds played, to ensure that all players are adhering to the course dress code and other regulations governing play, and so that the golf shop knows who is on the golf course in case of an emergency. Golf course maintenance may have special instructions for play.
B. 
Dress Code.
1. 
The Saint Robert Golf Course requires that all players and spectators wear proper golf attire. Shoes must be spikeless or soft spike golf shoes or tennis shoes. No cleats, high heels, work boots, or potentially damaging shoes are permitted. If you are wearing metal spikes, we ask that you have them changed to soft spikes before play. Players and spectators must wear acceptable footwear. Bare feet are not permitted.
2. 
Men's shirts must have sleeves and must be worn at all times. Women may wear dress tee shirts, sleeveless shirts, and collarless dress shirts. Tube tops, halter tops, and mid-drift tops are not permitted.
3. 
No swimming trunks, swimsuits, jogging shorts, cutoffs, or sweat pants are permitted. Torn or tattered apparel is not permissible. Caps must be worn with the bill forward.

D. 
Reservations. Reservations may be made thirty (30) days in advance. Groups of twenty-four (24) or more may book one (1) year in advance. Singles, twosomes, and threesomes should expect to be paired up into foursomes. Cancellations should be made twenty-four (24) hours in advance.
E. 
Rain Check Policy. A rain check may only be issued for inclement weather or an emergency situation. Players, who have not teed off, will be issued a rain check certificate equivalent to that which they paid for.
F. 
Spectators. Spectators are at the discretion of the golf clubhouse staff and must adhere to the dress code and policies and procedures that govern golfers.
G. 
Payment Options. Visa, MasterCard, American Express, cash, and personal checks are accepted. The golf shop will not issue "cash back" on credit cards.
H. 
Formal Golf Instruction. Formal golf instruction is authorized with prior approval from Golf Facility Operator and Park Facilities Supervisor.
I. 
Youth Golfers. Golfers under the age of twelve (12) may be required at the discretion of the club house staff to be accompanied by an adult golfer. The junior golf fee is half price for youth ages sixteen (16) and younger. Young children may not play golf on the course without registering and paying a youth fee.
J. 
Hours Of Operation. No person shall stay or remain on the golf course after the posted hours of operation.
K. 
Fees And Deposits. The usage fees and deposits required for usage of the Golf Course shall be as stated in Appendix A to this Chapter.

A. 
Groups that are not maintaining the pace of play "par" will be asked to pick up their pace accordingly. Each player must have their own bag and at least four (4) clubs. All players must begin play on the first (1st) tee unless they have been given permission from the golf shop to start at a different tee location. Playing multiple balls per round is not permitted.
B. 
No more than four (4) players per group are permitted. It will be at the discretion of the golf clubhouse staff whether groups of five (5) players will be permitted.
C. 
Golfers must adhere to the directions from the golf clubhouse staff and course maintenance staff with reference to course policies. Golfers refusing to adhere to course policies and procedures will lose their playing privileges.
D. 
No person shall drive or park a vehicle on the golf course except those authorized by the golf shop staff or golf course maintenance staff.
E. 
No private coolers or alcoholic beverages shall be permitted on the golf course.
F. 
Persons may not be on the golf course or putting greens after dark.

A. 
Code Of Conduct. No person shall violate any regulation posted for the operation of the aquatic facility. Lifeguards have the authority to ask anyone to leave the aquatic facility if they display inappropriate behavior that could endanger the safety of staff or guests. The above rules are for your safety. Lifeguards must enforce these rules for the benefit of all swimmers. Cooperation by all is appreciated.
1. 
General facility rules.
a. 
To assure the safety of patron of the Aquatic Center to follows, there should be a ratio of one (1) adult in the water per every five (5) swimmers of seven (7) years of age and under.
b. 
Guests over the age of eleven (11) may enter the facility and swim without supervision.
c. 
All persons entering the pool enclosure, including supervising adults, must pay the appropriate fees.
d. 
People under the influence of drugs or alcohol will not be admitted.
e. 
In case of rash, skin disease, or open sores, a written statement from a physician will be required before admission is granted.
f. 
Smoking and smokeless tobacco are not permitted.
g. 
No outside food, drinks, jugs, or coolers may be brought into the aquatic facility.
h. 
Please keep all food and drink away from the pool's edge. No gum, sunflower seeds, or candy allowed in the pool.
i. 
Glass or metal containers of any kind are not permitted in the facility.
j. 
Flotation devices and water toys are subject to the approval of the pool staff.
k. 
Cloth and disposable diapers are not allowed due to water contamination. Children in diapers must wear a swim diaper. Diapers must be changed at the diaper changing stations located in the restrooms. Swim diapers are available for purchase at the concession stand.
l. 
In order to keep our pool clean for everyone, all swimmers are required to take a cleansing head to toe shower before entering the pool and after using the restroom facilities.
m. 
Please rinse street shoes before entering the pool deck.
n. 
Running, dunking, and horseplay of any kind is not allowed.
o. 
No swimming unless a lifeguard is on duty.
p. 
No playing on lane ropes or floating safety lines.
q. 
Profane, obscene, racist, foul, and abusive language is prohibited.
r. 
Diving, back dives, flips, preacher seats, or can openers are not allowed in any area of the aquatic facility.
s. 
Playing or loitering on the entry ramps, rails, gates, and ladders is not permitted.
t. 
Playing on lifeguard towers is prohibited.
u. 
Transfer lift is for handicapped use only.
v. 
Proper swimsuit attire must be worn at all times. Cutoffs, thongs, or other swimsuits determined inappropriate by management will not be permitted.
w. 
This is a family friendly facility; please no intimate contact.
x. 
Sitting on shoulders or chicken fighting is strictly prohibited.
y. 
The pool may be closed or its use limited at any time because of weather or operational difficulties. In the case of lightning, all patrons will be cleared from the pool for twenty (20) minutes for each sighted bolt.
z. 
Please be aware when using the water cannons that not everyone will appreciate being squirted with water. Please use the water cannons responsibly and do not squirt a lifeguard on duty.
aa. 
Do not hold your breath under water or play "holding breath" games.
ab. 
Swim test. This is required for children to swim in the deep end of the lap pool area. A child who is not forty-eight (48) inches tall may take the swim test and if he/she passes, will be allowed to ride the slide and utilize the climbing wall.
ac. 
If a patron leaves the facility for any reason, they must pay the appropriate fees to re-enter.
ad. 
The City of St. Robert and aquatic facility staff are not responsible for loss of personal belongings.
ae. 
Vandalism will be reported to the St. Robert Police Department. Anyone caught vandalizing will be held financially responsible for repairs, may be subject to fines issued, and may be prosecuted.
2. 
Slide rules.
a. 
You must be thirty-six (36) inches or taller to ride the red family slide. You must be forty-eight (48) inches or taller to ride all other slides.
b. 
Maximum rider weight is four hundred (400) pounds combined for the family slide and three hundred (300) pounds for all other slides.
c. 
Follow lifeguard's instructions.
d. 
Non-swimmers not permitted.
e. 
Only one (1) rider at a time. Absolutely no trains or chains of riders are permitted.
f. 
No goggles, tubes, mats, or life jackets are permitted on the water slide.
g. 
No combs or foreign objects are allowed in pockets and no jewelry can be worn while riding the slide. No cut off jeans or t-shirts. Only approved swimsuits may be worn.
h. 
Swimwear with zippers, buckles, rivets, or any other metal ornamentation will not be allowed on the slides.
i. 
All riders must ride feet first while lying on their back with arms crossed across their chest and feet crossed at ankles.
j. 
Riders will not be allowed on the stairs until the previous person has been sent down the slide.
k. 
Do not pull or propel yourself into the ride.
l. 
No running, standing, kneeling, rotating, tumbling or stopping in the flume. Arms and hands must remain inside the flume.
m. 
No diving from the slides.
n. 
Do not block the end of the slide.
o. 
Please exit the splashdown area immediately.
p. 
No swimming allowed in the slide splashdown area.
q. 
Riders must be in good health. Individuals with medical conditions including, but not limited to, pregnancy, heart, or back problems should not ride this ride.
r. 
By entering and riding this ride the rider assumes all risk and liability associated therewith.
3. 
Lazy river rules.
a. 
Riders must be at least forty-eight (48) inches tall or accompanied by an adult.
b. 
One (1) tube per person in the lazy river. Return the tube to the designated area when not in use. The aquatic facility staff reserves the right to limit use of the tubes based on safety or misuse of such devices.
c. 
You must enter the lazy river at the designated area. No jumping from the deck to enter.
d. 
You must travel with the flow of the water while in the lazy river. No going against the current.
e. 
Swimwear with zippers, buckles, rivets, or any other metal ornamentation will not be allowed on lazy river tubes.
f. 
No horseplay on tubes (pushing, flipping, rocking, hitting, etc.).
g. 
By entering and riding this ride the rider assumes all risk and liability associated therewith.
4. 
Climbing wall rules.
a. 
Children under ten (10) years old must be at least forty-eight (48) inches tall or pass the swim test.
b. 
One (1) climber on the wall at a time, starting from in the water. Everyone else must stay out of the drop zone.
c. 
After one (1) attempt, the climber must swim to the end of the waiting line, allowing the next person to proceed.
d. 
Dives, flips, or other tricks off the wall are not permitted.
e. 
Climbers may not wear any flotation devices, footwear, or goggles/glasses.
f. 
Patrons are not permitted to use the sides of the wall to climb.
g. 
By entering and riding this ride the rider assumes all risk and liability associated therewith.
5. 
Pool basketball/volleyball rules.
a. 
No dunking the basketball.
b. 
No touching the rim or net.
c. 
Players must be in the water to participate.
d. 
No rough play.
6. 
Floatable animal rules.
a. 
Please remain seated at all times. No standing allowed on any floatables.
b. 
For your safety, standing, jumping, or diving off floatables is not allowed.
c. 
Please do not push or pull others off.
d. 
Do not swim underneath the floatable animals.
e. 
By entering and riding this ride the rider assumes all risk and liability associated therewith.
7. 
Locker rules.
a. 
Use of lockers is at the patron's risk. The City of St. Robert will not be responsible for loss by theft or negligence while using lockers.
b. 
Writing on, hanging on or slamming locker doors is prohibited.
c. 
Please do not loiter or play near the locker area.
8. 
Shade structure areas.
a. 
Non-platform shade structures are on a first come, first serve basis.
b. 
Please be considerate and pick up all trash under shade structures before leaving the area.
9. 
Platform shade structure rules.
a. 
Platform shade structures must be reserved with a deposit in advance.
b. 
You must leave the platform clear of trash and leave tables and chairs undamaged in order to receive a refund of your deposit.
c. 
Hanging on platform railings is prohibited.
10. 
Meeting room rules.
a. 
The multi-purpose room must be reserved with a deposit in advance.
b. 
Only pre-made food may be brought into the multi-purpose room for rentals. Food preparation and cooking is not allowing by anyone other than aquatic facility staff.
c. 
Any rental occurring while the outdoor aquatic facility is open will not have access to the kitchen refrigerator.
11. 
Hours of operation. No person shall stay or remain in the Aquatic Center after the posted hours of operation.
12. 
Fees and deposits. The usage fees and deposits required for usage of the Aquatic Center shall be as stated in Appendix A of this Chapter.
13. 
Swimming Lessons. At the discretion of the Park Superintendent, the Aquatic Center may schedule and offer swimming lessons to the public. The lessons may be conducted in small groups or privately. The fees for swimming lessons shall be as stated in Appendix A of this Chapter.
