The City Clerk shall, among other duties, keep the journal of the proceedings of the Council. He/she shall safely and properly keep all records and papers belonging to the City which may be entrusted to his/her care and generally shall perform all the duties required of him/her by ordinance or orders of the Council. He/she is hereby empowered to administer official oaths and also oaths to persons certifying to demands or claims against the City.

At the first (1st) meeting of the City Council and thereafter within twenty (20) days after the annual April election of each year, the Mayor with the consent and approval of the City Council shall appoint some suitable person as City Treasurer who shall hold his/her office for one (1) year or until his/her successor is appointed and qualified, unless sooner removed from his/her office by the Mayor with the consent and approval of the City Council.

A. 
The City Attorney of the City of Breckenridge Hills, Missouri, shall be an attorney duly licensed to practice law in the State of Missouri.
B. 
The City Attorney shall be appointed by the Mayor with the consent and approval of the City Council.
C. 
Said City Attorney shall be compensated for his/her services rendered as City Attorney pursuant to the provisions and terms of the contract with said City Attorney.

A. 
The Prosecuting Attorney of the City of Breckenridge Hills, Missouri, shall be an attorney duly licensed to practice law in the State of Missouri.
B. 
The City of Breckenridge Hills is hereby authorized to contract with a duly licensed attorney in the State of Missouri to serve as the Prosecuting Attorney. Said Prosecuting Attorney shall have those powers and duties as set forth in said contract, the City ordinances and the Statutes of the State of Missouri.
C. 
Said Prosecuting Attorney shall be compensated for his/her services rendered as Prosecuting Attorney pursuant to the provisions and terms of the contract with said Prosecuting Attorney.

The Mayor with the consent and approval of the City Council shall appoint some suitable person as the Purchasing Agent. The Purchasing Agent shall make inquiries and advise the City Council concerning the market price of various articles to be purchased by the City Council for the use of the City. He/she shall check all bills presented to the City for road materials and gasoline purchased for City use and compare same with the vouchers or tickets for materials or gasoline delivered to the City and shall ascertain to the best of his/her ability that such materials or gasoline have actually been furnished to the City for City use. He/she shall advise such means as he/she may deem necessary to ascertain that all bills paid by the City for materials or services are accurate and correct and shall make such reports and recommendations to the City Council, which shall be necessary to effect such purpose. He/she shall perform such services in connection with City purchases as he/she may be directed to perform by the Mayor.

A. 
The office of Director of Public Works of the City of Breckenridge Hills is hereby created and established.
B. 
The Director of Public Works hereinafter referred to as "Commissioner" shall be appointed by the Mayor with the consent and approval of the City Council. He/she shall serve for a period of one (1) year or until his/her successor shall be named and qualified.
C. 
The Commissioner shall direct and supervise all public works projects authorized by the City Council. He/she shall serve as liaison officer between the City Council and all other public works bodies including, but not limited to, Metropolitan St. Louis Sewer District, Missouri Department., St. Louis County Highway and Park Commission. The Commissioner shall investigate all proposed public works projects within the limits of the City of Breckenridge Hills and make such reports on such projects as requested by the City Council; he/she shall further assume and perform all duties and functions normally heretofore performed by the Street Commissioner of the City which office is hereby merged with the office of Director of Public Works and the separate office of Street Commissioner is hereby abolished.

The City of Breckenridge Hills establishes the position of Electrical Inspector who shall be appointed by the Mayor with the approval of the Council, who shall be a licensed electrician, who shall perform all electrical inspections within the City of Breckenridge Hills and who shall be compensated by receiving one-third (1/3) of the permit fees generated by electrical permit fees.

The City of Breckenridge Hills establishes the position of Building and Parks Director who shall be appointed by the Mayor with the approval of the Council, who shall have a term of office of one (1) year.
