A. 
The City of Breckenridge Hills, Missouri, was incorporated as a Third Class City on August 6, 1991.
B. 
The Mayor is elected to govern the City. The City Council is elected as a legislative body to adopt ordinances and resolutions establishing the procedures and policies of the community.
C. 
The purpose of this Chapter is to provide information about the personnel policies and procedures of the City. Our goal is to provide all employees: Fair management, competitive salaries, good benefits, opportunities for personal growth and a safe and pleasant workplace.
D. 
This Chapter outlines the employee benefits provided by the City and provides general information regarding, among other items, the fair and equitable settlement of disputes, leaves of absence and equitable/non-discriminatory standards for selection, classification and compensation.
E. 
It is not, however, the intent of the City to grant any employee any contractual commitment, tenure and/or permanent status, expressed or implied, by the issuance of this manual. Moreover, the provisions of this manual may be changed at any time, without notice to employees.
F. 
This Chapter should provide most of the information about employment with the City. Specific questions should be addressed to a supervisor.

In the construction of this Code and of all other ordinances of the City, the following definitions shall be observed, unless it shall be otherwise expressly provided in any Section or ordinance or unless inconsistent with the manifest intent of the City Council or unless the context clearly requires otherwise:
CITY
To mean Breckenridge Hills, Missouri.
DEPARTMENT HEAD
The employee or elected official designated by the City to administer a department of the City.
FULL-TIME EMPLOYEE
A person employed by the City on a regular, constant and continuous basis on a schedule of more than thirty-two (32) hours per seven (7) day work period and whose primary source of income from employment is received from the City.
MANAGEMENT
The Mayor and department heads.
NON-EXEMPT PERSONNEL
An employee eligible to receive overtime as defined by the Fair Labor Standard Act as amended, 29USC, Paragraph 201 SEQ and the regulations promulgated thereunder.
PART-TIME EMPLOYEE
A person employed by the City who is scheduled to work an average of thirty-two (32) hours or less per seven (7) day work period.
PERMANENT EMPLOYEE
An employee who has completed the probationary period and been confirmed as permanent by the City Council.
RELATIVE
A person connected by consanguinity (blood) or affinity (marriage) within the fourth degree (1st cousin).
SWORN PERSONNEL
Commissioned Police Officers.
TEMPORARY EMPLOYEE
An employee hired to work for a limited period of time, not to exceed three (3) months.
