Administration of these rules and regulations shall be the responsibility
of the Mayor who shall administer, interpret and from time to time
recommend to the City Council appropriate amendments in order to maintain
a fair and equitable system of personnel rules and regulations.

Department heads may formulate written work rules necessary
for the efficient and effective administration of their department
with the approval of the City Council. These rules shall not supersede
the provisions of this manual. A copy of all departmental rules and
regulations shall be placed on file with the City Clerk.

The rules and regulations set forth in this manual shall be
applicable to all employees of the City, except when such rules are
superseded by the provisions of written employment agreements or specific
legislation adopted by the State legislature or the City Council.
Any reference to gender shall be construed to mean male or female.
These rules and regulations are not applicable to volunteers, Reserve
Police Officers or appointed and elected officials. These rules shall
apply to sworn personnel.
Except when conducting, either directly or indirectly, a proper
investigation into matters affecting the City, no member of the City
Council shall directly interfere with the conduct of any department
of the City or with the duties of officers and employees of the City
except at the express direction of the City Council.
