The
classification plan shall provide an inventory of all positions in
the City service which are sufficiently alike in duties and responsibilities
to be called by separate job titles, to be accorded the same pay scale
and to require substantially the same qualifications on the part of
the incumbents.
No
City employee shall be classified or paid at a salary rate which is
not established and recognized in the City's classification and pay
plans. All permanent classifications shall be established by the City
Council.
The
department heads shall prepare and maintain a job description for
each classification which shall include a job title, example of duties,
desirable knowledge and skills, any special requirement, suggested
training and experience and related information.
The duties listed in a job description are not set forth for the
purpose of limiting the job assignment; however, the job assignment
made to an employee shall be made within their classification in so
far as practical.
Duties under the job description are not necessarily to be considered
as a complete list of the many duties normally to be performed under
the job title; however, the job descriptions should list all of those
responsibilities and skills for which the employee is paid the rate
of his/her labor grade. Basically, job descriptions should be brief
but must list the primary duty or duties.

When there arises a need to establish a new classification,
the department head shall prepare a recommended job description and
submit it to the City Council.
When
a vacancy occurs, the department head shall review the job description
of the position. In cases when he/she determines a need for changes
in duties and responsibilities of a position, he/she shall modify
the job description prior to authorizing the filling of the vacancy.
Before
a new classification is established by the City Council and before
such a position is filled, a formal job description shall be written
by the department head as provided for in these rules and incorporated
in the existing plan. Likewise, an abolished classification shall
be deleted from the position classification plan.
