A. There
is hereby established an annual fee of ten dollars ($10.00) for the
issuance of a municipal license for the business of operating a taxicab,
courtesy car or other vehicle hired for the transportation of passengers.
Said license fee shall be payable at the time of application and renewable
annually on or before each March first (1st).
B. In
addition to the fee established above, there is hereby established
an additional license fee for registering each such vehicle operated
for such a business. Such additional fee shall be one hundred dollars
($100.00) (fifty dollars ($50.00) annually) for the issuance of a
municipal registration sticker good for a period of two (2) years
and shall be payable at the time of application and renewable on or
before each March first (1st).

A. Each
applicant shall apply for such license to City's Police Department
and shall complete an application form. Each applicant must be:
1. At least eighteen (18) years of age and licensed to operate the vehicle
in question as required by law;
2. In sound physical condition, with good eyesight and good hearing;
3. Free of any infirmity which might render the individual unsafe to
drive a motor vehicle;
4. Able to read, to write and to speak the English language fluently;
5. Free of addiction to alcohol and drugs and not have an alcohol- or
drug-related conviction for the prior five (5) years;
6. Without any outstanding warrants for ordinance or Statute violation
or unpaid fines for traffic- related offenses;
7. Insured pursuant to Missouri law in the minimum amounts required
and for commercial purposes; and
8. In possession or control of the taxicab, courtesy car or other vehicle
to be operated, which such vehicle shall be in reasonable and safe
condition and registered with the State of Missouri as may be required
by law.
B. An
applicant shall be denied a license if:
1. The applicant has made any intentional misstatement or misleading
statements of fact in the application not discovered until after the
issuance of said license.
2. The applicant has been convicted of or pled guilty to any one (1)
of the following:
a. Felony violation of any State Statute or of law involving any crime
against persons including, but not limited to, all forms of assaults
within ten (10) years of the application or within ten (10) years
of release from prison for said felony conviction;
b. Felony violation of any State Statute or law of any crime involving
moral turpitude within ten (10) years of the application or within
ten (10) years of release from prison for said felony conviction;
c. Driving while his/her Missouri driver's license was suspended or
revoked within five (5) years of the date of the application; and
d. Driving while intoxicated or some other drug- or alcohol-related
traffic offense within five (5) years of the application.
C. The
Police Department shall run a Police record check, fingerprint and
verify a valid drivers' license on each applicant.
D. After
satisfactory completion of all requirements, the Police Department
may approve said license.

A. Every
vehicle operated on a metered fare basis shall be equipped with a
fare register or taximeter which shall indicate the distance traveled
and the fare charged therefor in a manner which shall be made visible
to the passenger. A printed receipt containing such information shall
be provided on request of the passenger.
B. Every
such vehicle shall have displayed, either on the outside of one (1)
door on each side of the vehicle or on a card posted in a conspicuous
manner on the inside of the vehicle, the initial fare rate which shall
be measured by one (1) mile, graduations in one-tenth (1/10) of a
mile and the equivalent rate of each mile of travel and the additional
charge for extra passengers, if any.
C. The
display of a taximeter shall be programmed to the increment in uniform
whole cent values, at one-tenth (1/10) of a mile intervals for distance
and at time intervals. The uniform intervals for distance and time
apply to both the initial and subsequent intervals. It shall be unlawful
to charge any greater amount than that indicated by the taximeter
or fare register plus additional charges for extra passengers.

No person shall operate a taxicab, limousine, courtesy car or
other vehicle hired for the transportation of passengers within the
City in violation of any provision of this Article.
