There shall be appointed by the Municipal Council in January of every third year a Superintendent of Public Buildings who shall hold office for three years or until a successor is chosen and qualified. The Superintendent shall be removable for just cause. A vacancy in office shall be filled in like manner for the unexpired term. The Superintendent shall devote his/her entire time to the service of the City and shall give bond with sufficient sureties to be approved by the Municipal Council for the faithful performance of his/her office.

A. 
There is hereby created the position of heating, ventilation and air-conditioning technician, who shall be responsible for setting up, supervising and implementing continuing scheduled maintenance programs for all heating, ventilating and air-conditioning systems, to include also all refrigeration units throughout the entire high school project area, and all hot-water generators, pool pumps and pool heaters.
B. 
Such technician shall advise the school administration of required or recommended work actions above and beyond normal scheduled maintenance procedures. Such technician shall, in addition to his scheduled workweek, be available for call/response duty on a seven-day-a-week/twenty-four-hour basis unless otherwise excused from call/response duty by the appointing authority. Such technician shall be considered part of the personnel for the office of Superintendent of Public Buildings.

A. 
The Superintendent of Public Buildings, under the direction of the Committee on Public Property, shall have the care and superintendence of all schoolhouses and other public buildings of the City, except where other provisions are made therefor, shall superintend the construction and repair of all such buildings, and shall see that all contracts relating to such construction or repair are faithfully performed and the work thereon properly done. The Superintendent shall, under the direction of the Committee on Public Property, cause to be made all such alterations, improvements and repairs upon any of the buildings as may be ordered by the Municipal Council or by the Committee on Public Property and shall purchase all necessary material therefor. The Superintendent shall not be directly or indirectly interested in any contract for the construction or repair of any buildings of the City or in any sale, purchase or lease in which the City is a party.
B. 
The Superintendent shall be the administrative and organizational head of the Building Department. He/she shall prepare the annual budget and be responsible for the overall supervision of all Building Department personnel. The Superintendent shall have no responsibility for the enforcement of the State Building Code or for supervision of the Building Commissioner and inspectors appointed under his/her jurisdiction.
The Superintendent of Public Buildings shall at all times keep him/herself fully acquainted with the condition of all City buildings and shall report to the Municipal Council, whenever it shall order, the condition of all such buildings and the need of repairs and improvements thereon. The Superintendent shall keep an accurate record of all such buildings with their appurtenances and shall annually in the month of January present to the Municipal Council a report of the same, showing their condition, the nature and amount in detail of all expenditures made relating to such buildings or their appurtenances during the year next preceding, and a statement of the nature and extent of repairs or improvements which, in his/her opinion, will be required during the next succeeding 12 months, with an estimate of the probable cost thereof.
No repairs shall be made upon any building belonging to the City, or upon any of appurtenances thereof, other than buildings of the Water Department and of the Municipal Lighting Plant, except under the direction and supervision of the Superintendent of Public Buildings.
The Superintendent of Public Buildings shall have the general care and custody of the City Hall and the ground appurtenant thereto and shall keep the same at all times in a neat and clean condition. He/she shall prepare and arrange the various apartments of the City Hall for such use as may be authorized by the Mayor and Municipal Council and shall see that the same are properly heated and lighted.
The Superintendent of Public Buildings may purchase such incidental supplies as may be needed in the City Hall and may employ such other persons as may be deemed necessary by the Municipal Council in addition to his/her own services and those of any assistant in performing the duties required under this article.
The expenses necessarily incurred for the maintenance of the City Hall shall be paid from the appropriation to be made annually for that purpose.
The Superintendent of Public Buildings shall have the general care and custody of the plumbing and heating facilities in the Fire Department and shall keep the same at all times in a good operating condition.
