The Committee on Finance and Salaries shall consist of the Mayor, who shall be Chairperson, and such number of members of the Municipal Council as the Council shall determine.

The Committee on Finance and Salaries shall annually, at the close of the financial year, and oftener if it deems it expedient, examine the accounts of the City Treasurer/Collector and the accounts of the sinking funds and trust funds of the City and for that purpose shall have access to all books and vouchers in the possession of any officer of the City. It shall ascertain whether all moneys due the City have been collected and accounted for and, if not, the reasons therefor, and it may at any time examine all notes and securities belonging to the City in the hands of the Treasurer/Collector or other officers of the City.

A. 
The Committee on Finance and Salaries shall from time to time conduct a systematic review and evaluation of the job performance of all heads and assistant heads of departments coming under the direct supervision and control of the Municipal Council for the purpose of making recommendations as to the granting or denial of merit pay increases for such heads and assistant heads to the Municipal Council or to recommend to the Municipal Council or the appropriate committee thereof such commendations or disciplinary or corrective measures as the Committee shall deem advisable. Such review and evaluation shall be conducted at the request of a department head or assistant department head or at the instance of the Committee, the Municipal Council, or the Mayor, and any resulting merit pay increases shall be granted in the fiscal year following evaluation, unless the Council shall particularly otherwise direct.
B. 
All department heads and assistant department heads requesting evaluation or of whom an evaluation has been instituted shall complete and submit to the Committee prior to January 1 of the fiscal year preceding that for which a merit pay increase is sought, or within 30 days of receipt of notification that a review and evaluation has been instituted, Form A, which is appended to this section. The Committee shall conduct its review and report its evaluation based upon the criteria and point values set forth in Form B, which is appended to this section. An average evaluation point total of 65 or greater shall be deemed a recommendation by the Committee for a merit pay increase. Any department head or assistant department head receiving an average point total of 44 or less shall appear before the Committee for response to the evaluation and for further review.[1]
