Each municipal year shall commence on the first Monday of January.
Each financial year shall commence on the first day of July and terminate
on the 30th day of June, and the accounts and books of the City shall
be made up to correspond thereto.

All notes or bonds which shall be issued by authority of the
Municipal Council shall be signed by the City Treasurer/Collector
in behalf of the City and shall be countersigned by the Mayor. All
bonds shall bear the impression of the City Seal. Coupon or registered
bonds or notes of the City may be surrendered to the City Treasurer/Collector
for cancellation in exchange for new notes or bonds, and the City
Treasurer/Collector may issue therefor one or more registered notes
or bonds of like amount, having the same maturity and rate of interest,
to the same or to a new owner. Such new notes or bonds shall be signed
by the City Treasurer/Collector and countersigned by the Mayor. Such
new notes or bonds shall be recorded by the City Auditor.

The City Clerk shall furnish to the City Treasurer/Collector
and the City Auditor a copy of all orders passed by the Municipal
Council affecting the finances of the City or pertaining in any way
to the financial accounts thereof.

The City Treasurer/Collector shall not, without the consent
of the Municipal Council, accept the transfer to a third party of
any contract with the City or the assignment of wages due or to become
due to municipal employees.

Taxes shall be payable on February 1, May 1, August 1, and November
1 of each year and bills shall be sent out not later than 30 days
prior to the due date. In the event that the bills are sent out with
less than 30 days remaining to the due date, the Municipal Council
may change the due date, for that one instance, to coincide with a
date 30 days after the actual mailing date.
