All residents of the City are permitted to dump or deposit ashes, dirt, leaves or other material or matter on land owned by the City located on the northerly side of East Britannia Street and easterly of Broadway, being more familiarly known as the City landfill site, provided that such refuse, debris or matter is not detrimental to the public health or might become so, in the judgment of the Board of Health. Any person violating this prohibition, order or rule shall be punished as provided in §
1-5 of this Code and, in addition, shall be compelled to remove such refuse, debris, material or matter on order issued by the Board of Health delivered to such person by the Board of Health or its duly authorized representative.

The Solid Waste Committee shall have jurisdiction over the City
landfill site and may adopt such rules and regulations in connection
therewith as it may deem necessary, subject to the approval of the
Mayor and the Municipal Council.
No fires shall be started at the City landfill site without
the written permission of the Chief of the Fire Department.
The Supervisor of Streets or duly authorized representative,
stationed at the City landfill site, may direct where refuse, debris,
material or matter shall be dumped or deposited, and no person, after
such refuse, debris, material or matter has been dumped, shall remove,
spread, scatter or handle any part thereof without permission, in
writing, of the Supervisor of Streets or duly authorized representative,
and such person, after dumping has been completed, shall leave the
premises.

No one shall dump or tip garbage, trash or refuse in any form
other than at the City dump upon payment of the appropriate fee. Any
violation of this section shall be punishable by a fine in the amount
of $300.
