The Board of Aldermen shall, at the first (1st) regular meeting
in May of each year, elect a suitable person who shall be a qualified
voter of the City as Clerk of the Board who shall be known as City
Clerk. He shall give bond to the City in the sum of ten thousand dollars
($10,000.00) conditioned upon the faithful performance of his duties,
and caring for all property, books and papers and the turning over
and delivery to his successor in office said books, papers and property.

He shall attend all meetings of the Board of Aldermen; keep
a full and correct journal of its proceedings; he shall record in
a separate book all ordinances passed from time to time; preserve
the City Seal and all books and papers belonging to his office; he
shall affix the Seal of the City of Albany to all public instruments,
all official acts of the Mayor which by law or ordinance are required
to be attested and countersign the same; he shall be the general accountant
of the City, draw all warrants on the City Treasurer, issue notice
to all officers of their election or appointment; issue all commissions
and other official documents which are ordered to be rendered under
the Seal of the City; he shall file and attest all papers and documents;
provide poll-books at the City election; procure all necessary books
and stationery; issue and deliver to the Collector every license required
by ordinance, for which application shall have been made, which license
shall be under the Seal of the City, and set forth the particular
privilege licensed; and he is hereby empowered to administer official
oath and oaths to persons certifying to demands or claims against
the City; and he shall perform such other duties as may be imposed
upon him by ordinance as Clerk of the Board of Aldermen and as "City
Clerk".

On or before the first (1st) Monday of each month the City Clerk
shall pay over to the City Treasurer all money belonging to the City
or to its officers which may have come into the hands of the City
Clerk from any source during the preceding month and shall furnish
the Treasurer with such a statement in writing as will enable him
to apportion the sum paid among the several funds required by law
or ordinance to be accounted for separately by the Treasurer and at
the same time shall file in his office an itemized report of all money
collected and so paid over to the City Treasurer accompanied by receipt
or vouchers for all money paid over and said itemized report shall
be subscribed and sworn to before the Mayor or the person exercising
the duties of Mayor.
The City Clerk shall receive as compensation for his or her
services as City Clerk a sum as determined from time to time by the
Board of Aldermen.
