In accordance with Section 300.440, RSMo., of the Model Traffic Code, adopted in Section 300.010 of this Title, parking will not be permitted on the following highways, streets or alleys or portions thereof except for the following restrictions.

A. 
As used in this Table, the term "physically disabled" means a natural person with disabilities which limit or impair the ability to walk, as determined by a licensed physician and as specifically set forth in Section 301.142, RSMo., as amended.
B. 
As used in this Table, a "properly marked vehicle" is one which bears a special license plate, windshield placard or other device used by the State of Missouri under Section 301.142, RSMo., or by any other State which has a reciprocity agreement with the State of Missouri.
C. 
Physically disabled parking spaces shall be designated as follows:
Location
On Clay Street between Polk and Smith Streets, the Easternmost parking space on the North side of said street and the first (1st) parking space East of the Courthouse entryway on the South side of the street not already reserved for Law Enforcement parking.
On Clay Street between Hundley and Smith Streets, the Easternmost parking space on the North side of said street.
On Polk Street, between Clay Street and Wood Street, the Northernmost parking space on the West side of said street.
On Wood Street, between Polk Street and Smith Street, the space nearest to and immediately West of the drive-up lane of Bank Midwest, N.A., as the same now exists, on the South side of said street.
On Bethany Street, between Hundley and Polk Streets, two (2) parking spaces on the South side of Bethany Street, starting approximately 267 feet West of Hundley Street, and extending 46 feet to the West to accommodate handicapped parking at the Albany Aquatic Center.
On Jackson Street between Polk Street and Smith Street, the Westernmost parking space on the North side of said street.
On Smith Street between Clay and Jackson Streets, the two (2) Northernmost parking spaces on the West side of the street. These parking spaces are designated as handicapped parking areas on Wednesdays from 6:00 P.M. until 10:00 P.M. and on Sundays from 8:00 A.M. until 9:00 P.M.
D. 
The spaces so designated shall be indicated by a sign upon which shall be inscribed the international symbol of accessibility in white on a blue background and may also include any appropriate wording to indicate that the space is reserved for the exclusive use of vehicles which are properly marked as defined in Section (B) of this Table.
E. 
Physically disabled parking spaces may only be used when a physically disabled occupant is in the motor vehicle at the time of parking or when a physically disabled person is being delivered or collected by a properly marked vehicle which is parked for the sole use of the physically disabled person.
F. 
Violation of this Table shall be deemed an infraction, punishable with a fine of not less than ten dollars ($10.00) nor more than one hundred dollars ($100.00) for each offense.
