There is hereby created the office of City Treasurer of the
City of Albany, and the Mayor, by and with the consent and approval
of the Board of Aldermen, as heretofore provided, shall appoint some
suitable person having all the qualifications of an Alderman, as the
City Treasurer. He shall take and subscribe the oath required of other
City Officials, and shall give bond to the City in the sum of ten
thousand dollars ($10,000.00), which bond shall be approved by the
Board of Aldermen.
The Treasurer shall receive and safely keep all monies, warrants,
books, bonds and obligations entrusted to his care, and shall pay
over all monies, bonds or other obligations of the City on warrants
or orders, duly drawn, passed or ordered by the Board of Aldermen,
and signed by the Mayor and attested by the City Clerk, and having
the Seal of the City affixed thereto, and not otherwise; and shall
perform such other duties as may be required of him by ordinance.

Should the City Treasurer receive or be allowed interest on
the funds of the City deposited in any bank or depository, or on any
bonds and investments ordered by the Board of Aldermen, the same shall
inure to the City and the Treasurer shall account for the full amount
thereof.

At the first (1st) regular meeting of the Board of Aldermen
in each month the City Treasurer shall make a report of all monies
received and all monies paid out of each fund during the previous
month, and the amount on hand in the various City funds. When required
by the Mayor, or Board of Aldermen, it shall be his duty to exhibit
his accounts, books and papers for their inspection and to make a
report to the Board in writing touching any matter pertaining to his
office. The Treasurer shall also report to the Board of Aldermen,
on or before the first (1st) day of July in each year, the amount
of bonds falling due, if any, for the redemption of which provision
must be made and the amount of interest to be paid during the next
fiscal year.
The City Treasurer is hereby expressly prohibited from using,
either directly or indirectly, for his own benefit, or for other purposes,
the funds of the City, in his custody or under his control. He shall
be subject to removal from office for any violation of this Section.
The salary of the City Treasurer shall be a sum as determined
from time to time by the Board of Aldermen.
