There is hereby established an Emergency Management Council.
This Emergency Management Council shall be composed of not more than
15 members who shall be appointed by the Mayor of the municipality
and shall hold office at the will and pleasure of the Mayor.
The Mayor shall appoint a resident of the Township to be the
Emergency Management Coordinator (EMC) and the EMC shall be Chairperson
of the Emergency Management Council. The EMC shall serve for a term
of three years, the first three-year term ending January 1, 1991.
Membership on the Emergency Management Council shall not bar
said person from serving on other agencies created as a result of
any other emergency or in preparation for any potential emergency
which may occur in the future.
The EMC shall appoint a Deputy Emergency Management Control
Coordinator (Deputy EMC) whose appointment shall be subject to the
approval of the Mayor of the Township. The Deputy EMC shall have a
three-year term running simultaneously with that of the EMC and shall
be chosen from among the salaried officers or employees of the Township.
Whenever in his/her opinion a disaster has occurred or is imminent
in the Township, the EMC shall proclaim a state of local disaster
emergency within the Township. The EMC, in accordance with regulations
promulgated by the state's Civilian Defense Director, shall be empowered
to issue and enforce such orders as may be necessary to implement
and carry out disaster control operations and to protect the health,
safety and resources of the residents of the municipality.
