No person may place or allow obstructions of any kind to remain in any Town road right-of-way, except as specifically authorized by action of the Town Board, its designated representative, or as permitted in other provisions of this code.
Town roads shall have gravel shoulders two feet in width. These shoulders will be maintained by the Town. No person may obstruct the shoulder with any substance, including vegetation such as grass.
Private mailboxes and newspaper receptacles may be placed in the nontraveled portion of road rights-of-way, provided that:
A. 
Construction. Mailboxes, newspaper receptacles and their supporting structures shall be constructed in such a manner as not to unduly place persons and property at risk of serious damage or injury in the event of collision therewith. The owner of any mailbox which, in the opinion of Town Road/Drainage Coordinator or Town Board, is so massive or rigid that it unreasonably violates the intent of this provision shall remove such obstruction immediately upon receipt of an order to do so.[1]

B. 
Placement. Mailboxes and newspaper receptacles shall be placed outside the traveled portion of the roadway no closer than is necessary to provide adequate access thereto. In no event shall any portion of such structure extend nearer to the center line than the outside edge of the shoulder.
The owner of any item obstructing a road right-of-way, the person placing it in the right-of-way or the adjacent property owner shall immediately remove such obstruction upon order of the Town Road/Drainage Coordinator, Town Administrator or designee. In the event such responsible party fails to comply with the order, the Town Road/Drainage Coordinator, Town Administrator or designee shall act in accordance with applicable law to remove the obstruction. The reasonable cost of such removal shall be billed to the responsible party. In the event of failure to pay such charge within 30 days of billing, the charge may be placed as a special assessment against real property within the Town in which the party has an ownership interest.
